Joint Statement by the Delegation of the European Union and the Diplomatic Missions of the EU Member States to Libya on the case of Mr. Ibrahim Al Dirsi and all cases of arbitrary detention and enforced disappearance

The Delegation of the European Union and the diplomatic missions of the EU Member States to Libya express deep concern and consternation over the images and video circulating on social media, which appear to depict the inhumane detention of Mr. Ibrahim Al Dirsi, a member of the House of Representatives who has been missing for nearly a year. We extend our heartfelt sympathy to Mr. Al Dirsi’s family and community.

While we await the result of technical assessments of the video’s authenticity, we call on all relevant authorities to urgently and independently investigate this case, determine Mr. Al Dirsi’s whereabouts, ensure his safe return to his family, and bring to justice those responsible for his disappearance and mistreatment.

We unequivocally condemn the continued use of arbitrary detention and enforced disappearance throughout Libya. These grave violations of human rights contravene both international law and Libya’s own legal framework.

We urge all relevant Libyan authorities to secure the immediate release of all individuals held without due legal process and to carry out thorough, credible, and transparent investigations into all unresolved cases of enforced disappearance, including that of House of Representatives member Ms. Seham Sergewa.

We affirm that justice will ultimately be served for all such crimes, and that those responsible for serious human rights violations will be held accountable.
