The first phase of the SLCRR project was launched in 2017 and focused on strengthening  local resilience and recovery mechanisms which impact essential services, sources of livelihoods, the social cohesion and security of communities. SLCRR supported 11 municipalities, including six municipalities in Greater Tripoli, in addition to Sabratha, Sabha, Murzuq, Benghazi, Ajdabiya and Al Kufra.

The second phase aims at enhancing the provision of basic services at local level and increasing access for most vulnerable groups from host communities – including Internally Displaced Populations (IDPs) and returnees – as well as migrants and refugees. 20 municipalities are receiving support across the three regions of Libya, West, East and South.

This second phase is implemented as part of the EU-funded programme "Recovery, Stability and Socio-economic Development in Libya," that is implemented in close cooperation with the Ministry of Local Governance, Municipalities, UNICEF and Italian Agency for Development Cooperation (AICS).
