The European Union (EU) is a union of 27 countries. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy. The EU Delegation to Libya represents the European Union (EU) in Libya. It works closely with all concerned stakeholders in Libya, in the EU and in the international community. The EU Delegation raises awareness of European concerns and policies, supports efforts towards Libya's stability and democratic transition and promotes a stronger partnership between the EU and Libya. It also manages the funding of stabilization and cooperation actions as well as humanitarian assistance for vulnerable groups in Libya. The EU plays an important role in diplomacy and works to foster stability, security and prosperity, democracy, fundamental freedoms and the rule of law at international level.

We offer

We offer a post of MEDIA ANALYST in the EU Delegation to Libya’s Political, Press and Information Section. The EU Delegation to Libya employs a gender-balanced team of currently more than 20 staff members. The place of employment of the MEDIA ANALYST is Tripoli.

The successful candidate will work under the overall management of the Head of the Political, Press and Information Section and the supervision of the Delegation’s Communications Adviser.

Type of contract:

The successful candidate will be recruited as local agent under Group I with a basic monthly salary of 2,507.60 Euro. In addition, benefits, such as an additional pension scheme and medical insurance, are offered to employees and their families under certain conditions.

  • Definite contract of one year (with possible renewals)
  • Probation period: 3 months
  • Place of employment: European Union Delegation to Libya, Tripoli
  • Weekly working hours: 37H30.

Functions and duties

The Media Analyst will perform the following tasks:

  • Monitoring, analysing and reporting on trends and developments in the Libyan media environment and providing recommendations for improving public understanding in Libya of the EU's values, policies and projects based on fact-based information and proactive communication;
  • Establishing and maintaining a network of key media environment and social media experts in Libya, who could support the EU Delegation in its monitoring and awareness raising activities;
  • Designing, implementing and coordinating campaigns, local outreach events and communications projects on specific issues and priorities, including with a goal to address information manipulation targeting the EU and its partnership with Libya;
  • Closely cooperating with the EEAS Strategic Communications Task Forces at headquarters in Brussels, and the network of relevant colleagues at EU Delegations in the MENA region;
  • Performing other tasks as designated by the head of section;
  • Replacing other Press and Information team members in their absence.

Selection criteria:

Minimum requirements:

  • Medically fit to perform the required duties;
  • Enjoys civil rights and permits for employment under local law;
  • Professional fluency in English (spoken and written) and native Arabic;
  • University degree (bachelor’s level) in political science, international relations, journalism, communications, economics or other related field;
  • A perfect knowledge of relevant IT tools (MS Office)
  • At least 3 years of relevant professional experience of which at least 2 years in the field of communications, preferably in an international and multi-cultural environment

Specialist knowledge:

  • Sound knowledge of the political and security context in Libya
  • Thorough knowledge of the Libyan media environment and social media platforms, especially Twitter and Facebook and other locally trending social media platforms
  • Experience in communications and/or public diplomacy (e.g. strategic communication, media relations, campaigning, content production, marketing, online marketing, social media management, audio-visual content development, strategic communications in countering violent extremism)

Skills:

  • Must be able to speak and write fluently in Arabic and English. Excellent communication and networking skills.
  • Ability to communicate clearly on complex issues and the capacity to perform with accuracy and in a flexible manner a diversity of tasks in a complex institutional environment
  • Ability to work in a multi-disciplinary and multi-cultural environment
  • Strong drafting and analytical skills combined with sound judgement, rapid grasp of problems and the capacity to identify issues and solutions
  • Must be able to work independently and at own initiative, while coordinating closely with management and other team members
  • Talents: Commitment, capacity to work within a team, planning skills and sense of initiative are definitive assets

The procedure   

After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post. The short-listed candidates will be invited to an assessment phase which will include an interview and possible written test - during this phase, the Selection Committee will assess the suitability of the candidates for the post.

The candidates who have not been short-listed will not be contacted individually; however, the Delegation will use the same means of publication as for this vacancy notice to inform the remaining candidates once the recruitment procedure has been completed. 

The recruitment will take place only after a conclusive medical examination.
