European Union launches a new EUR143 million Annual Action Plan (AAP) 2026 for Malawi

The European Union in Malawi has launched a new EUR 143 million package of EU support to Malawi under the NDICI–Global Europe instrument. Developed in close partnership with the Government of Malawi, the package translates the priorities of the EU-Malawi Multiannual Indicative Programme (MIP) 2021–2027 into three flagship investments supporting the implementation of Malawi Vision 2063 and the First 10-Year Implementation Plan (MIP-1): AgriCatalyst Malawi (EUR 35 million), Malawi Energy Efficiency Enhancement (ME3) Programme (EUR 40 million EU contribution leveraging EUR 85 million from the European Investment Bank), and Empowering the Youth through Education and Skills (EYES of Malawi) (EUR 68 million).

Speaking at the launch of the Annual Action Plan 2026, EU Ambassador Daniel Aristi Gaztelumendi said the package, represents one of the European Union's largest recent investments in Malawi. He said the success of the package will not be measured by the size of the investment, but by the difference it will make in people's lives. 


Speaking on behalf of the Government of Malawi, the Minister of Finance, Economic Planning and Decentralization, Joseph Mwanamvekha expressed gratitude to the European Union, the European Investment Bank and #TemaEurope for the continued support and enduring partnership. He said the investment is aligned with Malawi Vision 2063 and will help boost agricultural productivity, improve energy reliability, create jobs and equip young people with skills needed to drive economic growth.


The new AAP package supports the EU's objective of a green and resilient economic transformation, decent jobs and empowered human capital. It also reflects the EU's Global Gateway approach: combining investment in infrastructure and productive sectors with skills, institutional capacity, governance, private-sector development and sustainable growth.
