On 8 and 9 September 2022, the Initial Meeting for the “Preparation of the training curriculum for newcomers in strategic trade controls” was organized in Kuala Lumpur, Malaysia, in the context of the European Union (EU) “partner-to-partner” (P2P) Programme on export control of dual-use goods and the Chemical, Biological, Radiological and Nuclear (CBRN) Risk Mitigation Centres of Excellence initiative (CoE) Project 90. 

24 experts from the key stakeholder ministries and agencies of the Government of Malaysia and 7 experts from EUP2P programme, started preparatory activities for the elaboration of a training curriculum to be deployed during orientation courses to new Strategic Trade Act Authorized Officers. The aim is to standardize the transfer of knowledge on the STA 2010 and its implementing regulations, guidance documents and practices, hence strengthening internal mastery and training capacities of the Strategic Trade Secretariat and other national authorities of the Malaysian dual-use goods trade control system.

In the introduction, the representatives of the Malaysian government authorities presented their roles in the national export control system, the training programmes already proposed, the challenges they face and the expectations related to basic training of newcomers. This was followed by a presentation of the EU P2P E-learning platform, modules, methodology for preparing the modules and the challenges that will have to be faced in the future.

In conclusion, the participants set two working groups, on “licensing” and "enforcement”, which prepared basic guidelines for further work and designing the national curriculum for newcomers with the support of the EU P2P Programme.
