WE OFFER

A traineeship of up to 6 months within the Cooperation Section of the EU Delegation to the Republic of Moldova, starting in June 2022.

The EU Delegation works on the implementation of the EU-Moldova Association Agreement with the objectives of political association and economic integration between partners. The Delegation promotes democratic values, and supports the implementation of key reforms in the field of rule of law and resilient society. The Cooperation section is mainly responsible for the conception, planning and implementation of development cooperation strategies and programmes for Moldova. The Section engages with the country’s authorities, stakeholders and civil society, and promotes EU values, communication and visibility.

Since its launch as part of the EU’s global response to the Covid-19 pandemic in April 2020, the concept of Team Europe has been incorporated into the working better together approach, in order to further improve the coherence and coordination of efforts, notably at partner country level. The Team Europe approach is an inclusive process open to all EU Member States, their implementing organisations and financing institutions. In a changing geopolitical context, Team Europe is about establishing a leading role on the global stage, protecting our interests and promoting our values. Team Europe is also about branding EU interventions and creating more visibility, especially through the use of the Team Europe visual identity package. The Team Europe approach stands for impact, innovation and overall coherence. It sends a strong message of European partnership and solidarity to build back better, making sustainable recovery and the achievement of the SDGs a reality and showing that multilateralism works. But most of all, Team Europe is about pulling resources together and better coordinating, to ensure that collectively we achieve the greatest sustainable impact and transformational change.

Team Europe members are in the process of jointly designing Team Europe Initiatives in line with the Council Conclusions of 23 April 2021. The design of these initiatives should be a flexible process nested in the Working Better Together guidance, the NDICI - Global Europe programming guidance and policy notes developed for the MFF 2021-2027, the EU Results Framework, the Guidance on EU results and indicators for development, the EU Intervention Cycle Methodology Guide and the EU Budget Support Guidance. The Team Europe Initiative design should uphold EU values, notably contributing to the implementation of the Gender Action Plan III and systematically applying a Human Rights Based Approach.

Main tasks:

Support the Cooperation Section with implementing the Team Europe approach in the Republic of Moldova; this will entail the following main tasks:

  • Attend development counsellors meetings and other Team Europe events and meetings, support the Head of Cooperation and Cooperation section with reaching out and following up with Team Europe members, both providing and requesting information/data on their respective planning and activities;
  • Carry out drafting of the Joint Intervention Logic and Financial Overview of Team Europe Initiatives;
  • Attend and report on events, seminars, conferences, support the Delegation’s activities on visibility in the Team Europe context;
  • Contribute to organising events, meetings and visits;
  • Carry out any other assignments as instructed by the Head of Section.

WE LOOK FOR

Qualifications or special requirements:

  • Due to the evolutive context of the COVID-19 breakthrough, only applicants currently residing in the Republic of Moldova will only be considered
  • At least Bachelor’s degree in political science, social sciences, international relations, economics or law or another relevant field;
  • Excellent knowledge of English and fluency in Romanian are required;
  • Demonstrated interest in European Union policies and international cooperation; interest in project management;
  • Fluency in Russian is an asset.

IMPORTANT INFORMATION TO READ BEFORE APPLYING

Before applying you are requested to examine the dedicated website as well as the general eligibility criteria for a paid traineeship (Article 8 of the Decision ADMIN(2017)28 – Paid traineeship)

Each selected trainee will receive a monthly grant to cover living expenses. All costs related to travel inside the country of residence, visa, insurance, accommodation must be borne by the trainee.

Applications from non-eligible candidates will not be considered. After the evaluation of all applications, shortlisted candidates will be contacted and invited for an interview. Unsuccessful candidates will be notified by email. In case the selected candidate is not able to present the required documents, his/her candidacy will be rejected.

EU candidates currently residing in Moldova must provide proof that they will be covered against the risk of a pandemic and the costs of repatriation.

The traineeships can only be offered in compliance with the local legislation as well as the legislation of the country of origin.

The Delegation informs that even if our Headquarters confirm the eligibility of the selected candidate, traineeships could be postponed, suspended or even cancelled considering the very evolving context of the COVID-19 outbreak in the host country.
