Finanțare și granturi

Uniunea Europeană (UE) acordă finanțare pentru o multitudine de proiecte și programe. UE aplică reguli stricte, pentru a controla cu strictețe modul în care sunt utilizate fondurile și pentru a se asigura că banii sunt cheltuiți într-un mod transparent și responsabil.

Prin intermediul granturilor, sprijinim financiar proiecte sau activități concrete care sunt în concordanță cu obiectivele noastre de acțiune externă. Aceste donații financiare pot acoperi o gamă largă de sectoare și domenii și sunt acordate, de obicei, în urma unui apel de propuneri. Orice organizație de dezvoltare care îndeplinește cerințele unui apel specific poate solicita grantul respectiv.

Call for proposals for civil society organisations in the Republic of Moldova in 2025

Deadline for submission of concept notes is 05/05/2025 at 12:00 (Brussels date and time).

The global objective of this call for proposals is to strengthen the participation and contribution of Moldovan civil society to the democratic, economic and social development of the country in the context of the EU accession process. 

  • Lot 1: Strengthening the capacities of civil society organisations to participate and contribute to the EU accession process of the Republic of Moldova through structured engagement with public authorities and monitoring the implementation of reforms and EU and national development programmes,

  • Lot 2: Increasing the capacities of local civil society organisations to better perform their role as community mobilisation actor in the context of the EU integration process and promote local sustainable development initiatives,

  • Lot 3: Enabling CSOs to meaningfully contribute to the strengthening of the child protection system in the Republic of Moldova in the context of EU accession process.

Support Programme for the Development of Small and Medium-Sized Enterprises in Tourism

Deadline for implementation: by 2026

The programme promotes and facilitates tourism and entrepreneurship activities, the creation of new businesses, the increase of income in tourism and related sectors, including the promotion and export of specific Moldovan tourism products and services.

Financial support: up to 500 000 lei

Own contribution: minimum 30% of the value of the investment project

Access to non-reimbursable financing through the Programme is a maximum of 70% of the investment project amount.

The “Start for Youth” programme

Deadline for implementation: by 2025

The programme aims at encouraging entrepreneurship and business initiatives in an economy where creative young people can increase their competitiveness, keep up with technology, and are motivated to bring more financial security.

Financial support: up to 200 000 lei

Own contribution: minimum 30% of the value of the investment project

Access to financing through preferential interest loans with a non-reimbursable share of 15%.

Programme for Migrants and First-degree Relatives (PARE 1+2)

Deadline for implementation: by 2025

The programme facilitates access to finance for migrants (citizens of the Republic of Moldova working abroad) and their reintegration into society by promoting remittances through official channels, the adoption and implementation of best practices from the migrants' host countries and the transfer of technology to the Republic of Moldova.

Financial support: stage 1 up to 250 000 lei under “1+1” rule, stage 2 up to 500 000 lei under “1+2” rule

Greening Programme

Deadline for implementation: by 2025

The Greening SMEs Programme is implemented by the ODA to promote, support and develop the capacity of SMEs to adopt green practices in their production and service delivery processes.

Financial support: up to 500 000 lei

Digital Transformation Programme

Deadline for implementation: by 2025

The aim of the programme is to restore and increase their economic capacities by integrating digital technologies, creating new business models based on increased connectivity and harnessing innovative potential.

Financial support: up to 500 000 lei

Own contribution: minimum 30% of the value of the investment project

Retrofitting and Energy Efficiency Programme

Deadline for implementation: by 2025

The programme aims to increase the efficiency of small and medium-sized enterprises, replace inefficient technical equipment/machinery with modern technological solutions, optimise production costs through the implementation of energy efficiency measures and the use of alternative resources.

Financial support: up to 2,000,000 lei for technological and retrofitting measures

up to 1,500,000 lei for machinery, equipment and installations for the use of alternative energy sources

Own contribution: minimum 50% of the value of the investment project

Women Entrepreneurship Development Programme

Deadline for implementation: by 2026

The programme aims to reduce gender inequalities, help women acquire management skills through business development, mainly in rural areas, and increase their access to resources, services and modern technologies.

Financial support: up to 165 000 lei

Own contribution: minimum 10% of the value of the investment project

Tourism Development Programme

Deadline for implementation: by 2026

The programme promotes and facilitates tourism and entrepreneurship activities, new business creation, income growth in the tourism and related sectors, including the promotion and export of specific tourism products and services of the Republic of Moldova.

What types of funding are available?

The EU provides funding for a range of projects and programmes. It applies strict rules, for tight control over how funds are used and to ensure money is spent in a transparent, accountable manner.

EU funding comes in many different forms:

  • grants – typically, people apply for grants by submitting ideas for projects following a ‘call for proposals’
  • subsidies managed by national or regional authorities
  • loans, guarantees and equity as forms of financial assistance to support EU policies and programmes
  • loans to EU Member States and non-EU countries
  • prizes for winners of Horizon Europe contests.

Reguli de bază pentru granturi

Un grant este acordat în baza unei propuneri înaintate de către un solicitant autorității contractante (de obicei în cadrul unui apel de propuneri). Acțiunea care urmează să fie finanțată prin grant trebuie să fie clar definită de către solicitant în propunerea sa. Odată ce grantul este acordat, solicitantul devine beneficiarul grantului, este responsabil pentru punerea în aplicare a acțiunii și deține rezultatele acesteia.

Granturile sunt guvernate de următoarele principii:

  • Transparență și tratament egal – Procesul de acordare a granturilor este o procedură publică și complet transparentă și garantează nediscriminarea pentru toți aplicanții.
  • Regula cetățeniei – Solicitanții de contracte de finanțare trebuie să fie stabiliți într-o țară eligibilă, așa cum este definită în termenii apelurilor de propuneri.
  • Regula non-profit – Este posibil ca acțiunea care face obiectul unui grant să nu genereze profituri.
  • Co-finanțare – De obicei, granturile acoperă doar o parte din costurile eligibile, iar beneficiarii trebuie să acopere o parte din costuri pe cont propriu. Excepție – Regulamentul financiar din 2018 aplicabil bugetului general al UE a introdus această posibilitate:
    • pentru ca granturile să nu fie legate de costuri
    • pentru o sumă fixă unică care să acopere toate costurile eligibile (finanțare integrală)
  • Ne-cumularea – Un beneficiar de grant nu poate primi mai mult de un grant pentru fiecare acțiune finanțată și nu mai mult de un grant de funcționare într-un an financiar.
  • Non-retroactiv – Nu se pot acorda granturi pentru acțiuni care sunt finalizate sau care au fost deja începute. Excepție – În mod excepțional, în cazul în care solicitantul poate justifica în mod corespunzător necesitatea ca acțiunea să înceapă înainte de semnarea contractului de grant, putem accepta ca grantul să acopere costurile anterioare.

Moduri de gestionare a granturilor: gestionare directă

Atunci când gestionăm direct granturi, îndeplinim rolul de autoritate contractantă, ceea ce înseamnă că suntem responsabili pentru întreaga procedură de acordare, de la publicarea apelurilor de propuneri până la deciziile de acordare, semnare a contractelor de grant și monitorizarea implementării acestora.

Apelurile de propuneri și granturile în gestiune directă fac obiectul publicării prealabile a unui program aferent de activitate.

Moduri de gestionare a granturilor: gestionare indirectă

Gestionarea indirectă a granturilor înseamnă că am încheiat un acord de finanțare cu o terță parte (de exemplu, guvernul unei țări partenere) care îndeplinește rolul de autoritate contractantă, în timp ce efectuăm controale de autorizare prealabilă a principalelor etape ale procedurii.

În cele mai multe cazuri, autoritatea contractantă trebuie să ne prezinte detaliile granturilor propuse și, dacă este cazul, proiectele de contracte de grant pentru aprobare. De asemenea, trebuie să ne notifice odată ce sunt semnate contractele de grant.

În cazuri excepționale, autoritatea contractantă nu are nevoie de o autorizație prealabilă din partea noastră pentru a acorda un grant.
