The European Union and the Government of Mozambique hold in Cabo Delgado their 3rd Partnership Dialogue

The dialogue focused on economic opportunities, the business environment, the role of SMEs and the potential of major natural resource projects to boost growth, with Cabo Delgado as a central discussion topic by the two delegations. 

The European Union and the Government of Mozambique met in Pemba, Cabo Delgado province, on 13 November for the 3rd Session of the Partnership Dialogue, an opportunity to review progress, deepen cooperation and discuss shared priorities. The meeting was co-chaired by Minister of Foreign Affairs and Cooperation Maria Manuela dos Santos Lucas and EU Ambassador to Mozambique Antonino Maggiore. 

The delegations exchanged views on the political, economic and social situation in Mozambique, recognizing structural challenges and agreeing on the need to advance comprehensive reforms that support democratic governance, human rights, security and inclusive development. Discussions also focused on economic opportunities, the business environment, the role of SMEs and the potential of major natural resource projects to boost growth, with Cabo Delgado as a central topic. 

Political dialogue

The parties stressed the need for an integrated approach combining security, development and humanitarian assistance. The EU welcomed the strengthened mandate of the Agência de Desenvolvimento Integrado do Norte (ADIN), and both sides noted progress under the EU Military Assistance Mission (EUMAM Mozambique), particularly the training and equipment provided to special forces units.

Senior government officials and Heads of Mission from several EU Member States took part in the session. Both sides highlighted the importance of holding this dialogue within the framework of the Samoa Agreement and welcomed the recent Human Rights sectoral dialogue held in Maputo.

Mozambique and the EU reaffirmed their commitment to holding the Partnership Dialogue every six months to continue building a strong and adaptive cooperation framework.
