INVITATION FOR: Pre-qualification of Independent Power Producer for a 30mwac Solar Photovoltaic Power Plant

The Government of Mozambique has received funds from the European Union (EU), through the Agence Française de Développement (AFD), to support PROLER, which aims to select Independent Power Producers (IPPs) for solar and wind projects with a total capacity of around 120 MW.

Under this programme, the Ministry of Mineral Resources and Energy (MIREME), through the Energy Regulatory Authority (ARENE), is relaunching the pre‑qualification tender to select experienced private investors to develop, finance, design, construct, operate and maintain a 30 MWac solar photovoltaic power plant in Dondo District, Sofala Province.

The selection will be carried out through a competitive tender with pre‑qualification, with ARENE acting as the Competent Authority. The invitation to submit proposals is expected to be issued in the second half of 2026, with a detailed definition of the project and a strong requirement for local participation.

Interested Bidders may obtain information and the complete set of pre‑qualification documents either physically at ARENE’s offices at the address indicated above, from Monday to Friday during normal working hours, or by sending an email to: concurso-proler@arene.org.mz.

Provision of the complete set of pre‑qualification documents is subject to a non‑refundable fee of MZN 20,000.00 (twenty thousand Meticais).
