The European Union (EU) is an economic and political union between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy. 

The EU Delegation to Mozambique works in close coordination with the Embassies and Consulates of 11 EU Member States with offices in Maputo. We are a fully accredited diplomatic mission representing the European Union in its relations with the Mozambican government and non-government actors on matters that fall within the EU’s responsibilities.

We offer

The post of Project Manager in Agriculture & Blue Economy Value Chains, Rural Development, and Green Deal-related areas in the Cooperation Section of the EU Delegation to Mozambique for a two-tar renewable contract.

Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will work in a multicultural environment and serve under the supervision and responsibility of the Head of Section/ Team Leader Resilience and Climate Change, providing support, expertise and assistance in the referenced fields. Following main tasks and duties are currently required:

Project Cycle Management 

  • Manage and monitor ongoing projects - mainly in the areas of Blue Economy; fisheries, aquaculture and agriculture; rural development; and forestry/land - ensuring their alignment with the Global Gateway strategy and promoting investment in strategic value chains.
  • Operational follow up of the projects (field visits, participation to the steering committees, provision of critical analysis of narrative reports, representation of the EU in meetings and events when requested…).
  • Financial and administrative management of the projects (processing payment orders, reviewing financial reports…).
  • Collect, analyze and disseminate relevant information in the main areas of the sector, and prepare discussion papers and technical notes when requested.

  • Policy dialogue: Follow up and attend coordination meetings with other partners in the Blue Economy sector in Mozambique.

  • Contribute to all internal EU reporting systems as required (EAMR, Results Report, RMF…).
  • Contribute to new projects’ identification and appraisal. 

  • Assist, when necessary, in other areas of work in the Sector and any other Operational Sector.

Compulsory minimum requirements 

  • University level education of legal duration of at least 3 years in Agronomy, Agriculture and Fisheries, Forestry or Environment and Natural Resources.
  • Minimum professional experience of 7 years managing projects of cooperation in the sectors of Agri/aquaculture, Natural resources and environment, Sustainable economic development 
  • Portuguese - oral and written comprehension: Excellent
  • English - oral and written comprehension: Excellent
  • Microsoft Office (word processing, spreadsheets, presentations systems); Internet

Assets 

  • A higher-level university degree is considered an asset
  • Additional trainings in Project management, Monitoring and Evaluation 
  • Previous experience within an international organization (as a plus)
  • Previous professional experience in a multicultural environment (as a plus)
  • Experience with EU contracts and procedures is an asset.

Personal skills

  •  Strong analytical skills / Policy analysis
  • Ability to work independently, rigor in following rules and procedures, respect for deadlines

Selection Criteria

After the application deadline, submissions will be reviewed by a Selection Committee established for this purpose.

Depending on the number of applications received, the successive stages of the selection process may include pre-selection based on the evaluation of the cover letter and CV, practical tests, and interviews.

The best candidates will be invited to the final stage.

Selected candidates will be required to undergo medical examinations to assess their physical fitness.
