The European Union (EU) is an economic and political union of 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid, and cooperation with global organizations. Abroad, the EU is represented by more than 140 diplomatic representations, known as EU Delegations, which perform functions similar to those of an embassy.

The EU Delegation to Mozambique works in close coordination with the Embassies and Consulates of the 11 EU Member States with offices in Maputo. We are a fully accredited diplomatic mission representing the European Union in its relations with the Mozambican government and non-governmental actors on matters falling within the EU’s remit.

We offer

The post of Project Manager – Agriculture & Blue Economy Value Chains, Rural Development, and Green Deal in the Cooperation Section of the EU Delegation to Mozambique. This is for a two-year renewable contract.

Under this post, the recruited person will be assigned functions based on the needs of the Delegation. The successful candidate will work in a multicultural environment under the supervision and responsibility of the Head of Section/Team Leader for Resilience and Climate Change, providing support, expertise, and assistance in the referenced fields. The following main tasks and duties are currently required:

Project Cycle Management

  • Manage and monitor ongoing projects—primarily in the areas of Blue Economy, fisheries, aquaculture, agriculture, rural development, and forestry/land—ensuring alignment with the Global Gateway strategy and promoting investment in strategic value chains.

  • Operational follow-up: Conduct field visits, participate in steering committees, provide critical analysis of narrative reports, and represent the EU in meetings and events as requested.

  • Financial and administrative management: Process payment orders and review financial reports.

  • Knowledge management: Collect, analyze, and disseminate relevant sector information, and prepare discussion papers and technical notes.

  • Policy dialogue: Follow up on and attend coordination meetings with partners in the Blue Economy sector in Mozambique.

  • Reporting: Contribute to all internal EU reporting systems (EAMR, Results Report, RMF, etc.).

  • Programming: Contribute to the identification and appraisal of new projects.

  • Support: Assist, when necessary, in other areas of work within the Section or other Operational Sectors.

Compulsory minimum requirements

  • Education: University-level education (minimum 3 years) in Agronomy, Agriculture, Fisheries, Forestry, or Environment and Natural Resources.

  • Experience: Minimum of 7 years of professional experience managing cooperation projects in the sectors of agriculture/aquaculture, natural resources, environment, or sustainable economic development.

  • Languages: Excellent command of Portuguese and English (both oral and written).

  • IT Skills: Proficiency in Microsoft Office (Word, Excel, PowerPoint) and internet applications.

Assets

  • A higher-level university degree (Master's or equivalent).

  • Additional training in Project Management and Monitoring & Evaluation (M&E).

  • Previous experience within an international organization.

  • Previous experience in a multicultural environment.

  • Knowledge of EU contracts and procedures.

Personal skills

  • Strong analytical and policy analysis skills.

  • Ability to work independently, maintain rigor in following rules and procedures, and respect strict deadlines.

Selection Criteria

After the deadline, submissions will be reviewed by a Selection Committee. Selected candidates will be required to undergo a medical examination to assess physical fitness for the post.
