EU-Namibia Early Childhood Development Sector Reform Contract

The EU-Namibia Early Childhood Development Sector Reform Contract aims to enhance equitable access, quality, and governance of Early Childhood Development (ECD) and Pre-Primary Education (PPE) services in Namibia.

The intervention aligns with Namibia’s Vision 2030, the National Development Plan (NDP), and the revised National Integrated Early Childhood Development (NIECD) policy. The project addresses Namibia’s structural inequalities in education, focusing on improving learning conditions for children aged 0-6, enhancing teacher training, and strengthening institutional frameworks for policy implementation.

Budget support will be provided to finance policy reforms and improve public financial management in the ECD sector. The project ensures technical assistance and complementary support to build institutional capacity, strengthen data management, and improve monitoring and evaluation mechanisms. Furthermore, through collaboration with UNICEF, governance, teacher training and parental engagement will be enhanced.

Expected outcomes include increased equitable and inclusive access to ECD and PPE services and quality of teaching and learning in ECD and PPE. Through strengthening ECD data management systems and reinforcing monitoring and evaluation capacity, governance and institutional framework of ECD and PPE are expected to be improved. This initiative is a key step towards ensuring the rights of Namibian children to receive the education they deserve.
