The EU-funded Twinning project “Support to the Namibian Standards Institution” is seeking to fill the position of the Administrative Assistant to the Resident Twinning Advisor (RTA-A).

The EU-funded Twinning project "Support to the Namibian Standards Institution" is implemented by a German and Swedish consortium of public administrations. The project supports the Namibian Standards Institution (NSI) and Ministry of Industrialization and Trade (MIT) with capacity building activities. The Swedish Resident Twinning Advisor (RTA) supervises the project implementation and coordinates all project activities. The German National Metrology Institute (Physikalisch-Technische Bundesanstalt, PTB), which is responsible for project and financial management, will be the contracting institution to the RTA Administrative Assistant.

Project background:
The purpose of the Twinning project is to enhance Namibia’s participation to international trade agreements and to boost its trade and economic growth.

Area of responsibilities:
Under the guidance of RTA and in cooperation with the responsible counterparts at NSI and MIT, the RTA Administrative Assistant will be expected to carry out the following duties:

  • General support to the RTA in terms of administrative assistance, office management, correspondence, record keeping and filing, bookkeeping and accounting;
  • Draft written materials in relation to the project in English;
  • Support the RTA in organizational, logistical and technical matters, especially with organizing conferences, training sessions, workshops, meetings, expert missions and study visits of experts;
  • Develop and maintain close working contacts and relations with Namibian officials involved in the Twinning project, project leaders from Germany and Sweden, short-term experts (STE) and involved organizations in Namibia and the PTB project and financial management;
  • Assist in arranging contacts or meetings, attend meetings and draft and disseminate minutes;
  • Assist the RTA in monitoring and reporting tasks;
  • Support the STEs in organizational and technical matters, including assistance to solve travel, accommodation and any related problems;
  • Perform other tasks as assigned.

Requirements to candidates:

  • University degree, preferably in the field of Public Administration, Translation or Interpreting, International development or relations, or at least three years of professional experience in the relevant field/sector;
  • At least three years of working experience as administrative assistant or with similar duties;
  • Previous work experience in international projects or organizations would be an advantage;
  • Preferably knowledge of EU structures and terminology;
  • Professional fluency in English, both oral and written;
  • Ability and willingness to quickly familiarize with terminology within quality infrastructure (standardization, certification, accreditation, metrology and technical barriers to trade)
  • Excellent knowledge of office applications (e. g. MS Outlook, MS Excel, MS Word and MS Power Point) and internet browsers;
  • Ability to establish and maintain effective working relations and to work in a team;
  • Organizational and analytical skills and initiative;
  • Excellent interpersonal and communication skills;
  • Driver licence B, at least 3 years of experience
  • Flexibility to travel within Namibia

The applicant may not be (or have been in the past 6 months) a civil servant or agent of NSI nor be on leave from NSI to take up the position.

The project will strongly consider the personal fitness and skills of the candidate.

Employment conditions:
Full-time position with 40-hour working week.
Duration of the contract: 3 months
Envisaged start of the contract: November 2023
