Support on Coordination and Implementation of Nationally Determined Contributions (NDCs) in Namibia

Namibia, classified as an upper middle-income country, faces pressing climate challenges as one of the most climate-vulnerable nations globally. The country's economy heavily relies on natural resources, with over 70% of the population engaged in agriculture or dependent on the environment for their livelihoods. Persistent droughts, flooding, and water scarcity are exacerbated by climate change, directly threatening key sectors like forestry, fisheries, and tourism.

Namibia has shown ambitious commitments to combating climate change, notably its pledge to reduce greenhouse gas emissions by 89% by 2030 under its Nationally Determined Contributions (NDC). However, systemic barriers such as inadequate financial resources, limited institutional capacity, and insufficient data systems hinder the full implementation of its NDC. The National Climate Change Policy (NCCP) and the NDC Partnership Plan provide frameworks to address these barriers, but enhanced coordination, financing mechanisms, and technical capacities are critical.

This initiative boosts Namibia’s climate resilience by supporting the implementation of its commitments under the Paris Agreement. It aims to strengthen governance, financing mechanisms, and monitoring systems. It addresses systemic barriers and promotes resilience-building to climate change impacts.

The project is designed to ensure Namibia meets its emissions and adaptation targets with enhanced monitoring and reporting tools for climate data. Financing for mitigation and adaptation projects will be increased through private sector engagement. This project exemplifies Namibia’s determination to take bold, coordinated action on climate change.
