The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy. 

The EU Delegation to the Republic of Namibia works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Namibian government in areas that are part of the EU’s remit.

We offer

The post of Project Officer (Local Agent Job Profile of Project Officer, Group I) in the Delegation’s Cooperation/Partnerships Section under a fixed-term employment contract of 2 years, with a possibility of renewal under reserve of budgetary availabilities and operational considerations. The team consists of 6 people and there are occasional atypical working hours.

Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of the Cooperation/Partnerships Section, providing support, expertise and assistance in the coordination and implementation of EU international partnerships in Namibia, notably in the fields of environment and agriculture in the context of the EU-Namibia Multiannual Program for 2021-2027.

Following main tasks and duties are currently required:

 

Policy coordination and development

  • Contribute to the policy development, rollout and implementation of the Global Gateway in Namibia, notably in the areas of the Green Transition (e.g. Climate and Environment), in coordination with the regional section of the reinforced Delegation. 

  • Contribute to policy and strategy formulation, and programming of national and regional actions in the fields of environment, climate change and agriculture, as well as in other horizontal areas of EU-Namibia strategic partnership (e.g. cooperation facilities).

  • Contribute to the policy dialogue with all relevant ministries, agencies, donors, private sector, civil society and other relevant stakeholders in the areas of the EU-Namibia partnership dialogue.

  • Contribute to ensure effective operational coordination of relevant stakeholders in the priority areas and sectors in the country.

 

Project management

  • In the policy areas of activity, and in close coordination with the Head of Cooperation/partnerships Section and other staff of the section, contribute to the programming, identification and formulation of EU funded actions;

  • Contribute to the management of contracts under the responsibility of the Section, notably in the areas of environment/agriculture in the context of the EU-Namibia Multiannual Program for 2021-2027 and on local contracts related to the EU-Namibia cooperation facility;

  • Field and desk monitoring of projects, attend management and monitoring meetings, elaborate progress reports and propose actions if and when needed;

  • Participate in the preparation and implementation of evaluation (mid-term, final and ex-post) of programs and projects;

  • Assume the role of back-up of other OPS project managers, when necessary;

  • Provide support and capacity building to national authorities and local counterparts which are directly involved in project implementation with EU financial support;

  • Provide operational initiation/ex-ante approval of procurement carried out by national counterparts; coordinate procurement activities with national counterparts;

  • For procurement and grant activities carried out directly by the Delegation, participate

  • in all aspects of the procurement and grant awarding process, such as drafting Terms of Reference and Guidelines for grant applicants, launching tenders, evaluating bids and project proposals, preparing the contracting file, etc.

  • Deal with horizontal activities, concentration and networking aspects of programmes and projects.

  • Actively contributing and promoting communication and visibility activities related to projects/program in his/her portfolio, as well as to any other initiative for the visibility of EU actions in the area of bilateral partnerships.

 

The specific duties of the employee shall be decided and may be adapted by the employer according to the needs of the European Union. 

The base salary will depend on relevant and verified employment experience, typically starting from NAD 45,195 (gross).  There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.

The expected start date will be as soon as possible.

Minimum requirements / eligibility criteria (necessary for the application to be considered)

  • Minimum of University Degree in a relevant field (development studies, international relations) or on environmental topics, eg. climate change, natural resources management or related field;

  • Minimum of 5 years of professional experience. The professional experience must be acquired after the date on which the qualification allowing access to the post was obtained. 

  • Excellent knowledge (C2) of English language;

  • Right to residence and work in Namibia;

  • Medical fitness to carry out the tasks assigned.

Assets/selection criteria (basis for awarding points to select the best applicant)

  • Master's degree in same sectors
  • Working experience in environmental matters 
  • Experience of work in an international environment (namely a financial and technical partner) and/or knowledge of EU policies and procedures in the areas of project management and development cooperation 
  • Proficiency in another language 
  • User experience with EU IT systems (e.g. Opsys)

The process

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose. 

Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based assessment of the information provided in the cover letter, CV; practical testing and interviews. The best candidates will be invited to the final test.
