The EU Delegation to the to the Federal Republic of Nigeria and ECOWAS, based in Abuja works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Nigerian government in areas that are part of the EU’s remit.

We offer

The post of Budget / Accounting Assistant (Local Agent Group 2) in the Delegation’s Finance, Contract and Audit section (FCA) under a fixed-term employment contract of 2 years, with a possibility of renewal under reserve of budgetary availabilities and operational considerations. The team consists of 12 people and there are occasional atypical working hours.

Under this post, the recruited person will be attributed to functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Section of the Finance, Contract and Audit section, providing expertise and assistance to the team in the contractual and financial management of projects and programmes funded by the European Union, in particular with tender procedures, calls for proposals, contracts, payments/recoveries and follow-up of audit matters. To advise operational sections and beneficiaries/contractors in contractual, financial and audit matters.

Following main tasks and duties are currently required:

I. BUDGET and FINANCE – Financial management

  • Contribute to the application of sound financial management as well as legality and regularity of the implementation by the Delegation and the Nigerian/ECOWAS authorities of EC/EDF financial cooperation programmes and projects

  • Control and initiation of financial transactions in accordance with applicable financial regulations, rules, manuals and policies

  • Contribute to the process of elaboration of new decisions and management of existing ones, including closures

  • Perform the function and duties of secretary in tender procedures and calls for proposals in direct management; attend evaluation committees under indirect management as observer

  • Follow-up of procurement and grant procedures

  • General management and/or follow-up of the contracts, analysis of draft contracts, riders

  • Ensuring analysis of invoices, proper preparation and execution of payment orders.

  • Preparation of recovery orders and follow-up of recovery of the debt

  • Ensure the accurate encoding/registration and financial initiation of payments, clearings, recovery orders, waivers and ensure the quality, including accuracy and comprehensiveness of data entered into IT Systems and databases Proper archiving and filing of documents, in cooperation with the section’s Secretariat.

  • Follow-up on the date of validity of financing decisions, bank guarantees and other legal requirements

  • Closure and de-commitments of finalised projects

  • Advice on financial aspects across the implementation of projects (including research on EC/EDF rules in order to find solutions to problematic issues)

  • Contribute to the financial reporting tasks of the Delegation

  • Provide and update financial and accounting statistics using the relevant databases

  • Manage related correspondence (letters, mails, etc.)

  • Liaise with the operational sections

  • Other tasks related to the financial implementation of programmes

II. AUDIT, CONTROL AND INSPECTION – Audit and monitoring

  • Assist in the planning and implementation of audit activities, including the audit plan

  • Review and comment on external audit reports

  • Take part in field missions to monitor the financial accounting, budgeting and cash flow of projects

  • When required, undertake other assignments that may be needed in view of the efficient functioning of the Delegation.

The base salary will depend on relevant and verified employment experience.  There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.

The expected start date will be as soon as possible in 2026.

Minimum requirements / eligibility criteria (necessary for the application to be considered)

  • A University degree (minimum 3 years) in Finance, Law, Audit, Business Administration, Public administration or equivalent.

  • Minimum 3 years' proven and relevant working experience, (preferably within an international organisation or an entity dealing with development aid and projects) in finance, law, audit or equivalent, including proven experience of at least 2 years in tendering and finance/contract management in private or public sector, acquired after the required diploma. 

  • Excellent knowledge of English, fluency in spoken and written (C2 Level);

  • Ability to interpret financial data at an intermediate level and high degree of numeracy. Full computer literacy, covering all relevant MS Office applications. Knowledge of project monitoring methods and techniques, including logical framework.

  • Enjoys civil rights and permits for employment under the Nigerian labour law;

  • Medically fit to perform the required duties;

Assets/selection criteria (basis for awarding points to select the best applicant)

  1. Knowledge of French language at working level;
  2. Master degree in above stated fields.
  3. Experience with financial procedures of EC.
  4. Familiarity with the Neighbourhood, Development and International Cooperation Instrument (NDICI - Global Europe) and other EU development cooperation instruments, EU project management cycle and procurement/financial procedures.

The process

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose. 

Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based on the assessment of the information provided in the cover letter, CV, practical/written testing and interviews. At least 3 best candidates will be invited to the final stage of the selection.

Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will not supply additional information or discuss the selection procedure. The successful candidate will be subject to a medical check.
