Nigeria EU Country Roadmap for engagement with Civil Society 2014 –2017

PRIORITY 1: 

Identify and document competent civil society drivers of change that can collectively advance public policy and institutional reform in selected thematic sectors and states (e.g. civil society networks, citizen platforms, media, trade unions, research institutions, private sector), and contribute to EU external assistance programming.

Indicator 1: Identified drivers of change/key stakeholders in EU civil society support programmes.

Indicator 2: Joint EU Delegation (EUDEL)/EUMS/Development Partners (DPs) database of identified civil society drivers of change.

PRIORITY 2:

Strengthen institutionalized platforms for regular and inclusive multi-stakeholder (governments, civil society and citizens) dialogues on public policy and institutional reform, including budget processes, in selected thematic sectors and states

Indicator 1: Number of established and functioning government-civil-society-citizens' dialogue platforms at local, state and national levels.

Indicator 2: Number of participatory and transparent policy reform initiatives, and inclusive, responsive and transparent budgets, emanating from dialogues.

PRIORITY 3:

National, state and grassroots CSOs and networks more effective drivers of change, with a higher level of project management competencies, thematic specialisation and financial sustainability, including in the North.

Indicator 1: % of CSO projects supported by EU funds which attain a reasonable level of expected results.

Indicator 2: Number of CSOs supported by EU funds and capacity building activities which had not previously been supported, including grassroots CSOs in the North.

Indicator 3: % of CSOs supported by EUDEL/EUMS/DPs reporting stronger thematic specialisation and sustained, diversified funding streams.

 

PRIORITY 4:

More effective, simplified and stream-lined regulation of the civil society sector with a view to enhancing civil society credibility, transparency and accountability.

Indicator 1: Extent to which CAC registration and regulation are effective and respond to the identified concerns of CSOs and international development partners.

Indicator 2: Level of compliance with codes of conducts/charters, internal governance standards developed by CSOs.

PRIORITY 5:

A more coordinated, strategic and results-oriented EU and international development partners engagement with Nigerian civil society.  

Indicator: Number of EUDEL/DP CSOs projects which align to jointly agreed strategic priorities for engagement with CS and are complementary to other projects.
