The Twinning project “Strengthening Budget Planning, Execution and Internal Control Functions” is a joint project implemented by a consortium consisting of the Kingdom of the Netherlands, represented by the National Academy of Finance and Economics, and the Ministries of Finance of the Republic of Croatia, the Republic of Bulgaria and the Republic of Latvia in the BC Ministry of Finance, Public Procurement Bureau and the State Appeals Commission.

The overall objective of this project is to further improve efficiency and effectiveness of public spending whereat its activities support the implementation of the Public Finance Management (PFM) Reform Programme. The project implementation period is 49 months with a budget of € 3.700.000.

The project is seeking a Language Assistant to the Resident Twinning Adviser (RTA Language Assistant) for a period of 5 months, starting in October 2023 (with a possibility of extension). The RTA Language Assistant will be employed full time and stationed in Skopje.

The RTA Language Assistant may not have or recently (past 6 months) have had any contractual relation with the beneficiary administration of the Beneficiary Country.

Main task:

Provide Interpretation during missions, meetings, trainings and other project events from English to Macedonian and vice versa (also simultaneous translations) and assist in managing the daily office workload in close co-operation with the RTA-Assistant.

Detailed Job Description

  • Interpretation during missions, meetings, trainings and other project events from English to Macedonian and vice versa (also simultaneous translations);
  • Translating documents, legislative texts, training materials, information materials and other written materials from English to Macedonian and vice versa;
  • Drafting of written materials with relation to the project in Macedonian and English;
  • Developing and maintaining close working contacts and relationships with Beneficiary Country officials involved in each of the activities and the project management;
  • Assist in managing the daily office workload in close co-operation with the RTA-Assistant;
  • Assist the RTA in his day to day tasks;
  • Replace the RTA Assistant in case of her absence;
  • Perform any other tasks that may come up and agreed upon in the office of the Twinning Team

Necessary Qualifications

  • Be a native speaker of the Macedonian language;
  • Master degree in Degree in English Language (translator) or equivalent qualification;
  • Excellent oral and written communication skills in English;
  • Extensive experience in project implementation and management
  • Organizational and analytical skills, initiative;
  • Flexibility and maturity of judgment;
  • Willing to travel within the country (and possibly other EU Countries) to accompany Macedonian workgroup members and foreign experts;
  • Ability to establish and maintain effective working relations;
  • Proven ability to work under pressure and be able to prioritize;
  • Be a team-player;
  • Very good computer skills and ability to operate Windows applications, Internet and e-mail.

Expected start and end of assignment: 01.10.2023 – 29.02.2024 (5 months)

Legal nature of the contract:

Independent activity based on a service contract. The provider should therefore be registered as a service provider and have a fiscal registration number (i.e. MB, PIB) and will be responsible of the payment of all taxes, and insurances policies in relation with his activity.
