The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.
The EU Delegation to the West Bank and Gaza Strip, Jerusalem works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the local government in areas that are part of the EU’s remit.
The EU Delegation to the West Bank and Gaza Strip ("the Delegation"): The basis of the EU's work is its long-standing commitment to the vision of an independent and sovereign state of Palestine living side by side with Israel in peace and security. The EU works closely with the Palestinian Authority (PA) to build viable institutions that are essential to run a democratic state. The bottom-up process of building the institutions of the future Palestinian state is complemented by political work. The EU – with the UN, the US and Russia – is a member of the so-called Quartet which mediates between the two parties in an effort to advance the two-state solution.
We offer
A fixed term contract for 2 years with possible renewal for the post of Administrative Assistant (Budget/Accountant) (Local Agent Group 2) in the Delegation’s Administration Section. The team consists of 17 people and there are occasional atypical working hours.
Under this post, the recruited person will be attributed to functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Administration Section, providing support, expertise and assistance in Budget/ Accounting.
The following are the main tasks and duties currently required:
Budget Management:

Assist the Head of Administration & other staff members, on the annual budget revisions and closely monitoring the budget situation daily.
- Request and return credits throughout the year.
- Create and edit commitments in the EU accounting database; responsible for committing and de-committing the budget according to operational needs.

Check budget availability for all payment requests and invoices.

Advise section members of budget availability on a regular basis.

Regular Monitoring and follow up on clearance of bank accounts.

Follow up of Press & Information budget and monitoring its balance versus the payment and commitment appropriations. Create budgetary and legal commitments for individual Information payments.

Monitoring the bank accounts – to ensure maintaining a positive balance – and request transfers between the accounts (EUR and ILS) where needed.
Financial Management
Accounting management/payments

Verify all transactions and ensure that all operational expenditures comply with EU financial regulations, internal control standards and respect the financial circuits

Monitor and supervise the entering of invoices by the accounting assistant into the Delegation accounting data base on daily basis and verify all invoice entries including supporting documents & checklists.

Administer negative and regularization payments in.

Prepare requests for Head Quarters payments for amounts higher than the authorised Delegation payment ceiling.

Preparation of the monthly closing reports. Request and follow-up on monthly Head Quarters Replenishment.

Calculation and administration of Head of Delegation and Deputy HoD Residences rental charges.

Follow up and monitor balance of Representation accounts.
Assets/Inventory
-
Act as financial agent in posting assets (Purchase Orders and Goods Receipts).

Link invoices workflow with Goods Receipts for inventory registration.

Regular Monitoring and follow up on clearance of assets.
Others
-
Act as alternate of the Account Holder when needed (authorise bank payments and validate transactions).

Contribution to the financial reports of Headquarters.

Advise and Assist section members in utilisation of accounting/budget related tools.

Supervise the accounting assistant.

Contribute and assist in audit / ex-post control missions

Carry on bank surveys when required
- Other relevant administrative work/activities that may be required in the interest of the service.
The base salary will depend on relevant and verified employment experience. There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.
The expected start date will be no earlier than 1 February 2026.
Minimum requirements / eligibility criteria (necessary for the application to be considered)
- Minimum certificate (2 years following secondary/high school) in budget management and accounting or other higher education.
- Minimum of 3 years of relevant experience.
- Specialist knowledge of Accounting/ Budget management
- Specialist knowledge of Local Legislation
- Technical knowledge: Computer literacy in key software packages (WORD, EXCEL, Outlook)
- Able to communicate clearly and briefly.
- Ability to analyses situations and to find solutions.
- Ability to focus on priorities and to deliver work on time.

Excellent knowledge – C2 -of English and Arabic

Right to residence and work in Jerusalem.

Previous experience of EC funds management and EC financial procedures in related matters

extent of archivist/archiving experience or training.

Knowledge/experience of EU policies, of international relations, of inner workings of the host country politics/media/economy; or a personal ability characteristic.

The process
