209th session of the UNESCO Executive Board European Union statement

Mr President,

Madam Director-General,

1. I have the honor to speak on behalf of the European Union and its Member States, and the Candidate countries Montenegro and North Macedonia.

2. UNESCO and the EU are reliable global partners diligently promoting their shared values in a multilateral context: advancing and protecting human rights (such as freedom of expression, safety of journalists or gender equality) including through the mechanism provided by the CR Committee; raising global ambition on climate change; preparing the transition to the

new digital world; ultimately - promoting peace and security.

3. Ces valeurs essentielles, qui sous-tendent la mise en oeuvre de l'Agenda 2030 dans le monde, sont aujourd’hui plus pertinentes que jamais dans le contexte de la crise mondiale provoquée par le Covid-19. Au cours des derniers mois, l'UE et l'UNESCO ont uni leurs efforts pour relever les nouveaux défis qui en résultent. Nous saisissons cette occasion pour remercier le Secrétariat et la Directrice Générale de leurs contributions rapides et pertinentes à l'effort mondial pour faire face aux conséquences de la crise ainsi qu'à l’engagement collectif pour en tirer des leçons et mieux

reconstruire. Nous sommes particulièrement reconnaissants des efforts déployés pour maintenir une réelle communication avec les délégations et leur fournir des informations importantes et constamment mises à jour sur les activités de l'organisation.

4. Pour cette session du Conseil exécutif, nous souhaiterions faire part de notre intérêt et de notre soutien à deux des principaux domaines prioritaires de l'UNESCO :

5. En ce qui concerne l'éducation, nous soutenons un BIE renforcé à Genève, doté d'un mandat révisé et élargi dans lequel le travail sur des programmes modernes de formation jouera un rôle central. Nous soutenons et réaffirmons notre intérêt au rôle de chef de file de l'UNESCO dans la coordination et le soutien de l’ODD 4, ainsi qu’à l'initiative sur les Futurs de l'Education.

6. Concernant le changement climatique, le Plan d'Action et la nécessité de répondre de façon adéquate à son impact sur le patrimoine culturel et naturel est un sujet clé.

7. Toutefois, l'UE s'intéresse à une multitude de sujets dans le cadre de tous les grands programmes et priorités mondiales de l'UNESCO, et ce au-delà de cette session du Conseil exécutif. L'UE, avec ses États membres, demeure le premier contributeur au budget et continue son soutien ferme et fiable des actions et des idéaux de l'Organisation.

8. Par exemple, dans le domaine de la culture, l’UE consacre 15 millions d'euros à la promotion de nos valeurs communes via la culture et la créativité dans les pays partenaires des Caraïbes dans le cadre du projet Transcultura.

9. At the same time, we encourage UNESCO to pursue cross-cutting areas of action aligned with the SDGs as intended. Various UNESCO programmes, such as MAB and Geoparks, or projects such as the Spirit of Mosul or the Cash for work showcase cross-sectorial contributions of culture, science, education for sustainable development to addressing the climate crisis,

protecting biodiversity, promoting livelihood opportunities etc. Leveraging even more the impact and visibility of these resources as well as linking existing science programmes with other programmes on social and societal transformation such as MOST or Futures Literacy represent solutions to be further explored.

10. As work is advancing on the flagship projects on AI and OS, we express our readiness to further support this process.

11. We commend UNESCO’s leadership with the promotion and protection of freedom of expression, media pluralism and the safety of journalists, online and offline while at the same time supporting the fighting against disinformation, misinformation and mal-information. The agenda 2030 cannot be achieved without free and independent voices that speak truth to power.

12. With respect to management issues, the EU supports UNESCO’s process leading to its Strategic Transformation, an essential endeavor in the wider context of the UN Reform. We commend the results achieved so far and consider that the MOPAN evaluation should remain the guiding instrument

in the process, including in respect of the ongoing work on Pillar III.

13. A swift revival of UNESCO's commitment to mobility is crucial, as is the need for serious reflection on the value of maintaining an effective UNESCO presence of its various field offices.

14. The EU remains concerned about the situation in the illegally annexed Autonomous Republic of Crimea and city of Sevastopol, Ukraine. Our position on this remains unchanged. We continue to support UNESCO's focus on the issue by concrete follow-up to the decisions of the Executive Board.

15. Hagia Sophia is a World Heritage Site, a symbol of inter-faith and intercultural Dialogue and as such, it must be respected. Any steps that would impede free access to the site, or that could endanger its outstanding universal value, or that would encourage cultural or religious polarisation, should be avoided.
