Madame la Présidente,

Madame la Directrice Générale,

Monsieur le Président,

Vos Excellences,

1. J’ai l’honneur de m’exprimer au nom des Etats membres de l’Union européenne, les pays candidats Albanie, Montenegro, la Macedoine du Nord, la Republique de Moldavie, ainsi que l’Andorre et Monaco.

2. At the outset, let me refer to the recent Hamas terror attack and its full scale brutality. The EU condemns in the strongest possible terms the multiple and indiscriminate attacks across Israel by Hamas and deeply deplores the civilian victims that ensued. The EU follows closely the situation - an extraordinary EU Foreign Ministers’ Council is foreseen for this afternoon.

3. Le sommet des ODD s’est achevé le 19 septembre à New York et a mis avant une triste réalité : nous ne sommes PAS sur la bonne voie. Mayada Adil, une jeune leader pour les ODD du Soudan a expliqué : avec la crise climatique, la faim, les inégalités croissantes et les multiples conflits dans le monde, la réalité est désastreuse. Nous tous, nous sommes appelés à faire plus.

4. Malgré ses propres défis, l’Union européenne continue de jouer son rôle. Notre aide au développement a augmenté de 30 % en 2022, pour atteindre 93 milliards d’euros, ce qui représente 40 % de l’aide mondiale. Le Global Gateway mobilisera 300 milliards d’euros supplémentaires pour les économies en voie de développement au cours des cinq prochaines années.

5. Ce dont nous avons besoin ce sont des partenariats d’égaux et solides à travers le monde. En effet, le retour récent des États-Unis a l UNESCO est un pas essentiel dans cette direction, et nous nous réjouissons de ce partenariat renouvelé et fructueux.

6. Le mandat de l’UNESCO ainsi que son travail sur ses deux priorités mondiales – l’Afrique et l’égalité des genres – nous donnent l’occasion de nous remettre sur la voie de réaliser les ODD.

7. La stratégie opérationnelle des PEID (Petits États insulaires en développement) en est un bon example. Les accélérateurs peuvent servir comme une feuille de route universelle pour atteindre les objectifs des ODD. Avec un envoyé spécial récemment nommé pour les PEID, l’UE suivra de plus près la mise en oeuvre de cette stratégie.

8. As we draw closer to the 75th Anniversary of the Universal Declaration of Human Rights (UDHR), the state of world reminds us of the value of universality of human rights, as also underscored by the Vienna Declaration and Programme of Action (VDPA) in 1993: no lasting peace and no sustainable development is possible without the full respect of universal human rights. Our societies - all across the globe - can only thrive if all individuals are truly free and enjoy their rights, including economic, social and cultural rights (ESC), and freedom of expression. UNESCO is in a very good position to support, promote and protect ALL human rights.

9. We will continue to recall, in this house of peace, that Russia’s illegal, unprovoked, and unjustified aggression, backed by Belarus, against Ukraine, a sovereign and independent country, is a blatant violation of international law, the UN Charter, and UNESCO’s constitution. It undermines the global security and stability, and the realization of UNESCO’s mandate. We continue to strongly condemn Russia’s atrocious war in Ukraine and stand united in our unwavering support for Ukraine and its people.

10. Bans and edicts targeting women and girls continue in Afghanistan. The EU condemns this grave, institutionalised, wide-spread and systematic oppression of all women and girls in Afghanistan. The EU will continue to promote the empowerment of all women, and non-discrimination, including on the basis of gender. We call on the de facto authorities to reverse these bans, including on their right to secondary and higher education.

11. In the context of the recent displacements, we recall that Azerbaidjan bears the responsibility to ensure the security and protect the rights of the Karabakh Armenians in particular their right to live in their homes in dignity without intimidation and discrimination, their education-related, linguistic, religious and cultural rights, including the protection of the Karabakh cultural heritage. We call on UNESCO to contribute to ensuring and protecting these rights, according to its mandate.

Azerbaijan also bears the responsibility to create the conditions for their voluntary, safe, dignified and sustainable return.

The European Union remains fully committed to facilitating dialogue between the sides, in order to ensure long-lasting peace for the benefit of all people of the region.

12. This Executive Board session displays an array of fields in which our Organisation is an indispensable partner to a fair and sustainable world:

13. We commend the extraordinary efforts, and in particular of the IOC, in catalysing global ocean action and are looking forward to reinforcing cooperation, including on the Barcelona 2024 Decade conference and the UNOC3 Conference in Nice in 2025.

14. On the ethics of AI, we look forward to the upcoming cooperation projects, both outside and within the EU MS.

15. And we will continue to contribute to uphold the momentum of the Mondiacult and the Transforming Education Summit. With respect to the latter, we will maintain our support for a consolidated and impactful International Bureau for Education in Geneva.
