Overall objective: Peaceful, cohesive, secure and inclusively developed Mindanao

Specific objectives:

1. Confidence-building, peace and security gains

of the Bangsamoro peace process are sustained

2. Capacities and initiatives of actors and institutions on conflict transformation and social cohesion are strengthened and institutionalised

Main target groups

Civilians, Youth & women, Joint Peace and Security Team (JPST) members & Joint Normalisation Committee (JNC) bodies, Community-based Early Warning and Early Response (EWER) structures, Decommissioned MILF combatants and their families, Communities within the identified MILF camps, Local Government Units (LGU), Civil Society Organizations (CSO)

Main activities (simplified – for publication)

1. Fostering confidence-building measures for the peaceful and productive co-existence of MILF and civilian communities

2. Accompaniment to JPST and other JNC bodies on civilian protection, conflict resolution, and proactive community

3. Support in the monitoring of GPH-MILF signed agreements

4. Enhancing the capacities of local partners and stakeholders on conflict-prevention, conflict resolution, and conflict management

5. Increasing engagement of LGUs and communities in the normalization process and promotion of culture of peace and non-violence

Sustainability of the Project

Institutional sustainability

• The created project synergy will result into continued collaboration between involved actors and stakeholders and the use of each other’s services beyond the project’s life span.
• The establishment of community-based EWER mechanisms will be beneficial not only during COVID-19 situation but in the daily monitoring of conflicts and violence especially in communities where JPST sites were designated.
• The leadership and organisation capacity building for partner CSOs will enhance their capacity and potentials to seek creative and durable solutions beyond the project on peacebuilding and conflict transformation in their respective communities.

Policy level sustainability:

• The incorporation of UCP framework in JPST formal and community trainings is an opportunity for the government’s police and military forces within the Bangsamoro region to mainstream unarmed strategies in reducing violence and peacekeeping efforts.
• The capacity building and support to communities and LGUs on community-wide mainstreaming of culture of peace and nonviolence will strengthen local actors’ and institutions’ aspirations to conflict transformation and social cohesion.
• The multi-media community-wide awareness on the Bangsamoro normalisation process, prevention of violent extremism, SALW, civilian protection, safety and security through multimedia will further amplify and promote peace by changing public attitudes and build greater tolerance in society.
