BARMM Strengthens Digital Governance: BICTO Executive Director Attends EU Cyber Diplomacy Summer School in Estonia

In-depth expert-led training on Cybersecurity for the Bangsamoro Information and Communications Technology Office in Estonia.

 

In a vital step towards modernizing the Bangsamoro regional digital infrastructure and aligning with international standards, Dr. Jonathan Mantikayan, Executive Director of the Bangsamoro Information and Communications Technology Office (BICTO), is set to participate in an in-depth Cybersecurity Summer School in Tallin, Estonia from June 15 to 19, 2026. This opportunity was made possible through the direct support of the European Union through the EU Global Gateway Strategy. in their commitment to strengthening critical infrastructure and governance within the Region A cornerstone of this strategic initiative is the five-day Tallinn Cyber Diplomacy Summer School, an intensive program designed to provide attendees with the latest developments in international digital governance and the European knowledge.

Throughout the week-long program, Director Mantikayan will participate in expert-led technical sessions, facilitating deep dives into advanced cybersecurity frameworks, artificial intelligence policies, and international digital standards. The training features hands-on, real-world simulations designed to evaluate and refine institutional responses to emerging cyber threats and complex infrastructure challenges. Furthermore, the program fosters high-level networking, enabling direct collaboration and knowledge-sharing with prominent global tech leaders, diplomats, and international policymakers

Since its founding in 2019, the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has been constantly evolving to better serve its growing population of nearly 5.6 million citizens. The European Union has consistently supported development across the Bangsamoro Region via its flagship initiatives and various funding streams.

Through this support and shared commitment, the region has achieved strides in developing ICT policy frameworks that champion digital transformation, interoperability, and enhanced democratic governance.
