Overall objective: A local governance system that listens to children respects their rights and secures their access to services and protection

Specific objective: In 30 barangays in 3 municipalities, child rights and participation are mainstreamed in local government structures and decisions.

Direct final beneficiaries: children (aged below 18 years)

Target groups: children’s groups and mandated children’s councils; local government units; schools and ALS; and parents, adults, community leaders and organizations

information dissemination and awareness raising; capacity development and trainings; systems development; advocacy and lobbying; partnership building; child monitoring and reporting; improvement of child services; and knowledge sharing

Sustainability of the Project

Ultimately sustainability of the Action will depend upon local ownership of the programme components. Experience shows that such ownership is forthcoming if the processes are participatory and work towards democratic “interdependence” with the formation of centres of leadership both within and outside government structures.  The participatory processes will give the target groups the hands-on education on the realisation of child rights and will enable them to continue the processes and their positive effects even beyond the Action.  Strengthening the communities’ human and social capital and improving coordination and cooperation between and among inter-dependent organisations within the community will also increase the capabilities of local actors to better able to continue to respect and fulfil the rights of their children.  The Action’s direct interventions on child planning and budgeting will enable the LGUs and communities to raise funds for the sustainability of this Action’s downstream activities while building partnerships with State agencies will also help communities generate the needed external resources and support to sustain the Action.
