Overall and Specific objectives (simplified – for publication)

The Filipino citizens of the 15 municipalities shall hold the local government units (LGUs) accountable to the development plan that will be jointly crafted, implemented and monitored. The Seal of Good Local Governance (SGLG), an annual incentive awarded by the national government, shall serve as the basis of the co-created development plan.

Main target groups

Local Civil Society Organizations (CSOs), CSO groups, basic sector groups (women, persons with disabilities, elderly, farmers, fishers, indigenous peoples, youth)

Main activities (simplified – for publication)

  • Joint training of LGU officials and CSO representatives for the process of co-creating the development plan
  • Monitoring of satisfaction of LGU service delivery and feedback to LGUs via citizens’ report card.
  • Implementation, monitoring and evaluation of development plan of the CSOs and LGU at the local level. Policy advocacy for recommendations of the SGLG at the national level.

Sustainability of the Project

The actors of the project shall advocate for the technical and financial support from the LGUs and/or national government to continue their respective development projects. CODE-NGO may also organize capacity development sessions outside of the project on Local Resource Mobilization or Community Philanthropy that may lead to the support of the CSO’s initiatives.
