Overall and Specific objectives (simplified – for publication)

Overall objective:

Reinforce and build on the contribution of CCCE PAG-PR in strengthening civil society organizations’ (CSOs) capacities for transparent, accountable and participatory local governance in pursuit of improved service delivery towards poverty reduction in eighteen (18) municipalities/cities.

Specific objectives:

  1. Strengthen and expand municipal/city civil society organization (CSO) network for sustained participation in local governance;
  2. Mainstream citizen-led monitoring (CLM) through partnerships using digital platforms for effective and efficient monitoring system towards improved service delivery of local governments;
  3. Provide additional source of income for civil society organization to sustain organizational operations through community-based enterprise development; and
  4. Institutionalize transparent, accountable and participatory governance in 18 municipalities/cities.

  1. CSO Network Strengthening, consensus building and constituency building for collective impact
  2. Citizen-led monitoring of government programs aimed at reducing local poverty using digital platforms for social accountability
  3. Establishment of community-based enterprise that can support and sustain CSO activities
  4. Creation of an enabling environment for CSO-LGU engagement for good governance

Sustainability of the Project

Strengthening the capacities of the civil society organizations and their networks to constructively engage their governments will contribute in sustaining project gains towards local development.

Influencing national and local policies will create enabling environment for civil society organizations to engage governments and institution that will mainstream good governance practices.  

The establishment of a community-based enterprise supports the future activities of local CSO partners but and provides them economic opportunities.
