It supported actions aimed at (i) strengthening the capacity and enhancing the sustainability of civil society organisations; (ii) benefiting population groups out of the reach of mainstream services and resources, and excluded from policymaking processes; (iii) facilitating interaction between state and non-state actors in different areas.

As a result, the programme has contributed to empowering Russian NGOs by supporting their cooperation with various stakeholders and facilitating participation of the most vulnerable groups of population in decisionmaking processes.
