Workshop and conference “Mass housing and climate change: challenges and solutions”

The EU Delegation to Russia, together with urban consultancy Strelka KB, ISOCARP Institute and the World Urban Campaign, are organizing an online Workshop and Conference on the theme of mass housing regeneration in the context of climate change, which will take place online on 18-20 October 2021.

Adapting buildings to new climate conditions and citizens’ needs will play an important role in the fight against climate change. In the European Union, buildings account for 40% energy consumed and 36% of energy-related greenhouse gas emissions. To improve the energy performance of buildings in the EU, the European Commission has developed a special strategy called “A Renovation Wave for Europe”. It aims to renovate 35 million buildings across the EU by 2030.

In Russia, approximately 70 million people live in mass housing units and the challenges facing these buildings are similar to those in Europe and across the world.

Is there a conflict between the provision of affordable housing and climate change adaptation? Can social and environmental objectives be achieved at the same time? What interesting examples that achieve both policy objectives can be found in Europe?  How is the new growth strategy of the European Union, the European Green Deal helpful in a socially just transition?

Thomas de Bethune, Team Leader for Urban Policy at the European Commission Directorate General for Regional and Urban Policy, will present some answers to these critical contemporary issues.

The event is aimed at professionals and students in the field of urban planning and architecture, representatives of local, regional, and national authorities, private decision-makers in the fields of housing, construction businesses, inhabitants of mass housing units and international organizations.

The workshop is designed to identify practical design solutions for the renovation of mass housing units in four different climatic zones around the globe. During the workshops, participants will work together to produce an architectural rendering/drawing with solutions to adapt existing mass housing units to the changing climate in their specific climate zone. The public conference on the final day will discuss the findings of the workshop and attempt to agree some global principles for addressing mass housing in the context of climate change.

The conclusions of the events will be further presented online at the COP-26 on 10 November 2021.
