European Peace Facility Mission deepens EU-Somalia security cooperation

Mogadishu, Somalia 16 October 2025 – The European Union Ambassador to Somalia, H.E. Francesca Di Mauro, welcomed a delegation from the European External Action Service (EEAS) and European Commission to Mogadishu for a three-day visit from 13 to 16 October 2025.
The delegation, led by Ms. Dorota Dlouchy-Suliga, Head of Division – European Peace Facility (EPF) at the EEAS and Mr. Raimondo Bussi, Head of Unit – Foreign Policy (FPI), at the European Commission, aimed to strengthen the EU’s partnership with Somalia in promoting peace, security, and stability.
During their mission, the delegation held high-level meetings with senior Somali officials, including the State Minister of Defence, the National Security Advisor and Chief of Defence Force. Discussions focused on progress under the specific support to Somalia under the EPF instrument and the future of EU-Somalia security cooperation. The visit allowed for interaction with partners of the Somali security sector as well as international community.
The concrete demonstration of EU support was the handover of military equipment and a visit to the General Dhagabadan Training Centre (GDTC). In an integrated approach, this support is provided in conjunction with activities of the EU Training Mission (EUTM-Somalia) and helps increase the capacity of the Somali National Army (SNA) through advising, equipping, and training.

“The EU remains a committed partner of Somalia, supporting its efforts to build a secure and stable country. Through the European Peace Facility, we help strengthen the Somali National Army, enabling Somalia to gradually take full responsibility for its own security.”
Dorota Dlouchy-Suliga, Head of Division – European Peace Facility (EPF) at the EEAS highlighted the following:
“Our commitment to the people of Somalia and to a stable, democratic, and increasingly prosperous country remains unabated, as well as our engagement to preserve Somalia's unity, territorial integrity, independence, and sovereignty. For that reason, the EU mobilised significant resources to enhance the capacity of the Somali National Army to protect the country and its population. The EU is and will remain a reliable partner to Somalia.”
Since its establishment in 2021, the European Peace Facility (EPF) has become a cornerstone of the EU’s global peace and security efforts, with Somalia as its largest African beneficiary. The EU has invested over EUR 110 million to strengthen the SNA through providing critical equipment, infrastructure and capacity-building support, complementing the work of EUTM Somalia. The EU has also channelled around EUR 2.7 billion to support successive African Union-led missions, namely AMISOM and ATMIS and is committed to support AUSSOM.
