Joint press statement by the ministry of planning, investment and economic development of the Federal Government of Somalia (MOPIED) and the Delegation of the European Union to Somalia

The Federal Government of Somalia and the European Union (EU) signed the financing agreements for the Somalia Regional Corridors Infrastructure Programme (SRCIP) (worth EUR 42 million), and the Jalam-Harfo Road Rehabilitation Project (worth EUR 6 million) in June 2019, and December 2019, respectively.

Official update on two infrastructure (roads) projects funded by the European Union

The Federal Government of Somalia and the European Union (EU) signed the financing agreements for the Somalia Regional Corridors Infrastructure Programme (SRCIP) (worth EUR 42 million), and the Jalam-Harfo Road Rehabilitation Project (worth EUR 6 million) in June 2019, and December 2019, respectively. Overall, the SRCIP involves the rehabilitation and construction of four priority roads identified for intervention:

  1. Beled Weyne - Galkayo  existing  327  km,  7.3  m  wide  paved  road (proposed  intervention: rehabilitation and Triple Surface Treatment (TST)).
  2. Galkayo - Garowe existing 240 km, 7.3 m wide paved road (proposed intervention: rehabilitation and TST 85 km selected stretch)
  3. Galkayo - Hobyo 241 km, 3.65 m wide gravel feeder road (proposed intervention: construction of 100 km of compacted gravel road)
  4. Luuq, Ganane - Dolow existing 80 km, 7.3 m wide earth road (proposed intervention: grading and compacting the entire 80km)

As such:

    1. The support for the Somalia Regional Corridors Infrastructure Programme (SRCIP) will be implemented through the African Development Bank (AfDB) once the EU Delegation signs the implementation contract with AFDB. There have been delays to the process due to ongoing negotiations between the EU and the AfDB regarding the overall framework arrangement. The delay affects all EU-AfDB programmes in the continent and is not specific to Somalia.
    2. The Jalam-Harfo Road Rehabilitation project, a part of the Gaalkacyo - Garowe Road Project, will be implemented by the United Nations Office for Project Services (UNOPS). UNOPS has begun the implementation process of this road, and the process is fully on course. So far, the feasibility study has been concluded and material testing has been conducted. UNOPS is currently working on the optimization of the design works, which would likely increase the distance to be rehabilitated from the earlier target of 53km to 60km.
