It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy. 

The EU Delegation to the Syria in Damascus works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Syrian government in areas that are part of the EU’s remit.

We offer

The post of Project Officer (Local Agent Group I) in the Delegation’s Cooperation Section. The team consists of 13 people and there are occasional atypical working hours.

Under this post, the recruited person will be attributed to functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Cooperation, providing support, expertise and assistance in areas of infrastructure (housing, water, energy), under a fixed-term employment contract of 2 years, with a possibility of renewal under reserve of budgetary availability and operational considerations.

Following main tasks and duties are currently required:

  • Contribute to the design, formulation, and monitoring of EU-funded programmes and projects in the field of infrastructure rehabilitation and development, with a specific focus on water (including irrigation), energy (especially electricity), and housing.

  • Coordinate and oversee infrastructure components of the Syria cooperation portfolio, ensuring projects improving access to essential services and support sustainable recovery while ensuring a thorough understanding of technical aspects related to constructions. 

  • Plan, implement, monitor, and evaluate programmes supporting infrastructure recovery in the water, energy and housing sectors, while contributing to related efforts in education, health, agriculture, area-based support and other sectors as needed.

  • Prepare technical assessments, analytical reports and briefings related to infrastructure impacts

  • Demonstrate a solid understanding of policy dimensions related to of infrastructure rehabilitation and development, contribute to the development of recovery strategies and plans, and support dialogue with the authorities on these issues

  • Promote the use of International Financial Instruments (IFIs) and ensure coherence with regional reconstruction programmes and initiatives by EU Member States, donors, international financial institutions, and local partners.

  • Support procurement, contracting, and payment processes, ensuring compliance with EU financial rules and procedures.

  • Ensure that assigned EU funded projects deliver expected results with high quality, transparency, and risk management standards, in line with EU decisions and contractual obligations.

  • Coordinate with stakeholders, including partner institutions, government entities, and implementing agencies, to ensure complementarity, alignment, and effective communication across infrastructure programmes.

  • Register and archive documents correctly in ARES and shared systems.

  • Facilitate information sharing and knowledge management across the Delegation and with external stakeholders in the infrastructure sector.

  • Promote visibility and communication of EU assistance and achievements in the field of infrastructure rehabilitation and energy transition.

  • Support relations with public and private partners, donors, and civil society for events, outreach, and joint initiatives in the field of infrastructure and resilience.

  • Work in close coordination with the colleagues working on infrastructures within the OPS Team members in their respective portfolios.

  • Any other task or ad hoc tasks relating to the activities of the Section as requested by the Team Leader or the Head of Cooperation. 

The base salary will depend on relevant and verified employment experience. There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurances and a retirement savings plan.

The delegation will conclude a two-year fixed-term employment contract with the successful candidate. The expected start date will be 16/11/2026. 

Minimum requirements / eligibility criteria (necessary for the application to be considered)

  • Diplomas: Master’s degree level diploma in civil engineering, infrastructure management, or a related field

  • At least 5 years of professional experience in infrastructure development and rehabilitation projects (in particular in access to water, energy, housing), horizontal coordination of rehabilitation activities, stakeholder representation in public works initiatives

  • Fluent knowledge of Arabic (Level C2) and English (at least Level C1)

  • Good computer skills on MS Office tools, and ability to learn quickly how to use new IT tools

  • Medically fit to perform the required duties

  • Enjoys civil rights and permits for employment under local law.

Assets/selection criteria (basis for awarding points to select the best applicant)

  • Previous experience on construction and/or rehabilitation with a diplomatic mission,humanitarian or international organisation 

  • Knowledge and familiarity with the use of Geographic Information Systems (GIS) and Computer-Aided Design (AutoCAD) for infrastructure management

  • Knowledge of the European Union

  • Knowledge of any official EU language in addition to English (at least B2)

  • Experience in working in an international environment

  • Experience in dealing with rules and procedures concerning calls for proposals, calls for tenders, contracts, and/or audit

The process
