EEAS strengthens operational response to counter Foreign Information Manipulation and Interference (FIMI)
 

As foreign information manipulation and interference (FIMI) becomes increasingly sophisticated and transnational, 2025 marked a turning point in the European External Action Service's (EEAS) efforts to counter these threats. The EEAS has shifted towards a more operational, response-oriented approach, aimed at strengthening the security and resilience of the European Union and its partners.

In 2025, the EEAS:

  • Launched the FIMI Situational Awareness Hub, enabling faster operational responses by turning analysis into timely action.
  • Expanded monitoring, early warning, and coordinated responses across the EU and with international partners.
  • Supported efforts to counter Russian FIMI activities targeting Moldova's 2025 parliamentary elections.
  • Scaled up training, media support, and resilience-building initiatives in Ukraine, the Western Balkans, Africa, the Middle East and North Africa (MENA), Asia, and Latin America.
  • Deepened cooperation with EU Member States, G7 partners, other international organisations, and civil society.
  • Contributed to stronger EU policy responses, including sanctions and broader initiatives such as the European Democracy Shield.
