The Delegation of the European Union to the Republic of Tajikistan invites applications for the position of an Administrative Assistant in the EU Delegation office.

We are

The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

We offer

We offer a post of Administrative Assistant in the Administrative Section. Under the direct supervision of the Head of Administration, the selected person will offer administrative support to the Delegation and its staff in the areas of procurement, infrastructure, logistics, accounting and other administrative issues. He/She will liaise and communicate with the relevant authorities (Ministry of Foreign Affairs, Immigration, customs and police among others) to facilitate demarches and other matters in line with standing instructions and rules applicable.

The selected person’s duties will include but are not limited to the tasks in the non-exhaustive list below: 

  • Management of the contract life cycle (market research; implementation of procurement procedures; evaluation of offers; drafting of contracts; contract management including renewal of contracts);
  • Translation of job-related documents into Russian or Tajik Language;
  • Office infrastructure management related to the Office Building and Residence (contact with owner, architect, insurance company, private construction companies, service providers, workers, handy man, public utility companies, electricity provider, water provider, heating system maintenance provider, generator maintenance company, etc.);
  • Car fleet management (procurement of new and retirement of old car as appropriate, follow up of maintenance service need, follow up of car insurance, follow up and audit of car costs (via Drivers), follow up of official documents (tech passport, etc.);
  • Acting as focal point for all communication flows to and from all other sections;
  • Responsible for Delegation’s Cash Management;
  • Coordinating duties at reception and of all in-house service providers or service contractors (maintenance, cleaning, IT support, technical assistance, etc.)
  • Any other administrative tasks assigned by hierarchy

The position at the EU Delegation to Tajikistan will be in accordance to regular office working hours and conditions. The successful candidate will be offered an open-end employment contract as Local Agent – Group II. The starting salary is EUR 1 288 per month. The grading will depend on relevant and verified employment experience.

The place of work will be the Delegation's premises in Dushanbe. The weekly working hours are 37,5 hours but the position may require overtime within the limits set by local legislation.

  • Secondary education attested by a diploma giving access to post-secondary education;
  • Basic knowledge of accounting is a valuable asset.

Selection Criteria

Minimum Requirements:

  • University level education of at least 2 years in either Business, Economics, Finance, Administration
  • At least 2 years of proven experience, preferably with an embassy or International Organisation
  • Excellent knowledge of English (C1), Russian and Tajik (C1)
  • Excellent command of Microsoft Office suite;
  • Medically fit to perform the required duties.

The following will be considered an asset:

  1. Capacity to prioritise tasks assigned;
  2. Capacity to identify solutions to problems;
  3. Experience of work in a multicultural and multilingual environment;
  4. Experience in an embassy, an international organisation or a NGO;
  5. Knowledge of accounting.

 

Eligibility

  • Nationality of the Republic of Tajikistan, or possession of a work and residency permit.

The successful candidate will be subject to a medical check.

The process

After the deadline for applications, the applications will be reviewed by a Selection Committee set up for this purpose. The Selection Committee will prepare a short-list of candidates who are considered to be the most suitable for the post on the basis of a preliminary assessment of the information provided in their application letter and the supporting documents. The short-listed candidates will be invited to an assessment phase which may include an interview if necessary – during this phase, the Selection Committee will assess the suitability of the candidates for the post.

The candidates who have not been short-listed will not be contacted individually; however, the Delegation will inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited on the Delegation's website.
