EU-Funded Programme Strengthens Transport PPP Capacity Across Central Asia

As part of the European Union-funded Trans-Caspian Transport Corridor (TCTC) Capacity Development Programme, Expertise France brought together representatives of Public–Private Partnership (PPP) authorities from all five Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan) in Dushanbe on 14–15 October 2026 to strengthen regional cooperation and promote investment in strategic infrastructure.

Following their participation in the Tajikistan PPP Forum on 14 October, the delegations joined a dedicated Regional PPP Workshop organised by Expertise France on 15 October. Through interactive discussions and practical exchanges, participants shared national experiences, presented priority infrastructure project pipelines, and explored ways to overcome common challenges in PPP project preparation, financing, risk management and negotiations.

“For the first time, representatives of all five Central Asian PPP authorities met in person to discuss the status of PPP projects and enabling environments in their countries, share experiences, and learn from one another. Over the course of the project, we plan to hold similar workshops on a regular basis to strengthen peer-to-peer exchange and regional cooperation,” said Jan Blinka, the Team Leader for Expertise France.

The workshop also served as an important preparatory step for the participation of Central Asian delegations in Paris InfraWeek in November 2026, where senior government representatives will have opportunities to showcase priority infrastructure projects, engage directly with potential investors and financial institutions, and explore new partnerships to mobilise private investment in the region.

Through this initiative, Expertise France are assisting Central Asian countries move from infrastructure priorities to investment-ready projects, strengthening institutional capacities, encouraging private-sector participation and supporting more sustainable and efficient connectivity along the Trans-Caspian Transport Corridor under the EU's Global Gateway strategy.

The Regional Trans-Caspian Transport Corridor Capacity Development programme is implemented by GIZ and Expertise France and co-financed by the European Union as well as the German and French Governments.
