The European Union (EU) is an economic and political partnership among 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy. 

The EU Delegation to Tajikistan, in Dushanbe works in close coordination with the Embassies and Consulates of its EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Tajik government in areas that are part of the EU’s remit.

 

We offer

The Interim Programme Officer will work under the supervision of (the Head of the Operations Section, for Tajikistan). The Programme Officer supports the Operations Section in the field of the Education, TVET and social protection sectors. The Programme Officer will help to prepare, manage and follow up the implementation of cooperation activities ("projects" and other activities related to our cooperation in the country) in Tajikistan in the fields of Education TVET and social protection in accordance with Global Gateway, NDICI and the multi-annual programming and strategic documents, criteria of project cycle management as well as all other community policies. The Programme Officer will help formulate national and regional projects for Central Asia in the field of Education, TVET and social protection, taking into consideration developments in the EU external assistance policies and procedures. The Programme Officer will contribute to reporting requirements within applicable time limits defined by the EU Delegation and facilitate the coordination of the full range of activities related to Education sector TVET and social protection.

The indicative duties include:

Policy-related tasks

  • Analyse developments in the beneficiary country in the sectoral areas of responsibility.

  • Participate in donor assistance group meetings under the supervision of EUD staff and assist in the coordination with development partners.

  • Under the supervision of EUD staff, participate, in meetings with the Government of Tajikistan and - as designated -attend meetings, seminars and workshops and assist in preparing their content as required.

  • Support the Delegation in defining and fulfilling an active and visible role in the implementation of activities, related to Education, VET and Social protection.

Project-management tasks

  • Help manage programmes/projects in the fields of Education, Vocational Education and Training (VET) and Social protection, mainly by following up all major project events

  • Contribute to the preparation of Terms of References either by hiring external experts or by drafting them alone;

  • Maintain close relations with Project Partners during Terms of Reference preparation and project implementation. Encode and update information in the databases and help monitor that EU procurement rules are respected.

  • Check inception, progress and final reports of Contractors.

  • In close co-ordination with the Finance and Contracts Section of the Delegation and on the basis of templates and routing slips, prepares files for invitations to tender, calls for proposals, contracts and grant agreements, addendums and administrative orders.

  • Contribute to verify the financial and budgetary aspects of projects and/or programs carried out. Monitor the financial expenditure as reported in cost statements and help provide reasonable assurance that claimed costs correspond to the work accomplished.

  • Support the Delegation's role in the dialogue with civil society groups with relevance to the Education, TVET and Social protection. These groups would include the research community, professional and user associations, NGOs and private entrepreneurs.

The base salary will be 1998 Euro. The interim contract will be concluded until 31 March 2026 with a possible extension depending on the situation. 

Selection Criteria

Qualifications:

  • A Master’s degree in a social sciences’, education or another relevant field. Exceptionally, a Bachelor’s degree matched by relevant experience will also be considered. 

  • At least 2 years of Job-Related experience.

  • The successful candidate should be able to work in a team and deliver under pressure.

  • Languages: excellent written and spoken English. Knowledge of Russian and Tajik.

The process

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose. 

Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based on the assessment of the information provided in the cover letter, CV; A maximum of 5 candidates will be shortlisted for an interview.

Only candidates admitted to each successive selection phase will be contacted individually. The Delegation will use the same means of publication as for this job advertisement to inform the remaining candidates once the recruitment procedure has been completed and that a candidate has (or has not) been recruited.
