Fourth Regional Dialogue in Central Asia:
Scaling Up the Circular Economy–Climate–Investment Nexus
through Business and Innovative Entrepreneurship

Across Central Asia, circular economy is increasingly being recognised not only as an environmental or waste-management agenda, but as a cross-cutting economic and industrial approach that can contribute to climate action, economic diversification, resource efficiency and sustainable investment.

The Fourth Parliamentarian Regional Dialogue in Central Asia will take place on 12-13 October 2026 in Dushanbe, Tajikistan, bringing together parliamentarians from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan, alongside government representatives, the European Union, businesses, entrepreneurs, financial institutions, development partners and circular economy experts.

The event is organised by the EU-funded SWITCH-Asia Programme – Policy Support Component (PSC), the Regional Environmental Centre for Central Asia (CAREC), and the Parliament of the Republic of Tajikistan, with support from the EU Delegation to Tajikistan. Building on three previous regional dialogues, the Dushanbe meeting will focus on moving from policy ambition towards implementation by strengthening the links between circular economy, climate action and investment.

The Dialogue will also connect the regional circular economy agenda with the EU Global Gateway, NDC 3.0 and Decarbonization and Green Growth Strategies, while exploring how public policy, business innovation and finance can work together to scale circular and climate-smart solutions.

  • Explore how the circular economy-climate nexus is reshaping investment decisions, including access to green and blended finance, de-risking tools, competitiveness and market positioning.
  • Discuss how circular economy investments can contribute to climate ambition and be more explicitly reflected in NDC 3.0 and Decarbonization and Green Growth Strategies, potentially widening access to climate-labelled capital.
