The EU continues supporting the Ministry of Commerce and Industry in the operationalisation of the Consumer Protection Law

The European Union (EU), through the International Trade Centre (ITC)-implemented project “Support Regional Integration and Trade”, is supporting the Ministry of Commerce and Industry in undertaking the country’s first Post-Implementation Review of the Consumer Protection Law, in partnership with the United Kingdom Foreign Commonwealth Development Office (UK-FCDO) and the Asian Development Bank (ADB).

 

The review aims to assess the effectiveness and implementation of the Consumer Protection Law since its adoption, while identifying opportunities to strengthen the legal and institutional framework for consumer protection in Timor-Leste.The PIR will provide an evidence-based assessment of the challenges and opportunities arising from the implementation of the Law, including stakeholder experiences, institutional capacity, enforcement mechanisms, and consumer access to information and remedies. Through consultations with relevant public institutions, private sector representatives, civil society organisations, and consumer groups, the review will support the identification of practical recommendations to enhance consumer protection policies and improve the functioning of consumer protection mechanisms in line with international good practices.

This initiative forms part of the EU support to strengthen Timor-Leste’s institutional capacity and regulatory frameworks as the country advances its economic integration and engagement with regional and international markets. The findings of the Post-Implementation Review will contribute to future policy development and legislative improvements, helping to create a fairer and more transparent marketplace that protects consumers while supporting responsible business practices and sustainable economic growth.
