The European Union (EU) is an economic and political partnership between 27 European countries. It plays an important role in international affairs through diplomacy, trade, development aid and working with global organizations. Abroad, the EU is represented through more than 140 diplomatic representations, known also as EU Delegations, which have a similar function to those of an embassy.

The EU Delegation to the Timor-Leste in Dili works in close coordination with the Embassies and Consulates of the 27 EU Member States. We are a fully-fledged diplomatic mission and represent the European Union in dealings with the Timorese government in areas that are part of the EU’s remit.

 

We offer

The post of Programme Manager (Local Agent Group 1) in the Delegation’s Cooperation Section. The team consists of 10 people and there are occasional atypical working hours.

Under this post, the recruited person will be attributed functions depending on the needs of the Delegation, and on the changes of these needs. The successful candidate will serve under the supervision and responsibility of the Head of Cooperation, providing support, expertise and assistance in the areas of good governance and cooperation support.

Following main tasks and duties are currently required: 

 

1) Sector Analysis, strategy formulation and programming

  • Support policy dialogue with relevant ministries, agencies, donors and other relevant stakeholders in all social, economic and trade areas.
  • Contribute to sector analysis and to the definition of a sector strategy for areas under his responsibility

2) Sectorial reporting to Headquarters 

  • Observe, monitor, analysis and report regularly and in fashion (including early warnings on potential disagreement) to headquarters on sectorial issues, as well as in response to any specific requests.

3) Delegation's project cycle management

  • -Contribute to the programming, identification and appraisal in close cooperation with beneficiary institution(s) in the host country, if and when such programmes are decided in the areas under his responsibility.
  •  Contribute to all aspects of the procurement process (drafting Terms of Reference, launching tenders, etc).
  •  Monitor ongoing projects, attend management and monitoring meetings, elaborate progress reports on projects and propose actions if and when needed.
  • Evaluate projects.
  • Maintain contacts with other donors active in the host country

4) Preparation and follow up of calls for tender

  • Assist in launching, managing and monitoring calls for proposals, tenders, evaluation and selection of projects.
  • Ensure the follow-up of the implementation of projects and the performance of  projects managers and partners, monitor contractual obligations (via periodic reviews, audits, reporting and assistance, etc.) and gather and handles external expertise.
  • Deal with horizontal activities, concertation and networking aspects of the programming and its project.

5) Representation, Negotiation, Participation

  • Maintain good and effective contracts with the local operations in the field, with the national authorities and institution, with representative of the mission of the member states, with representative of the principle international donors, with NGOs and other local non-official actors.
  • Prepare and assist in mission from headquarters.
  • Preparation briefing and information notes to the Head of Unit/Head of Delegation

6) Communication relating to programme and projects

  • Produce and disseminate best results of projects at newsletter, workshops, seminars, conferences and other public events.
  • Extract and disseminate best practices and facilitate exchange of experiences.
  • Contribute to the production of publications and visibility materials.

The base salary will depend on relevant and verified employment experience, typically starting from 1.777 US$ per month.  There is a competitive benefits package, subject to certain conditions, including personal leave days and public holidays, health insurance and a retirement savings plan.

The expected start date will be 1st November 2023. 

 

Minimum requirements / eligibility criteria (necessary for the application to be considered)

  • Formal education which corresponds to completed university studies of at least three years' duration attested by a diploma;
  • Professional experience requested in the area and duties to be carried out of at least two years. References ( in writing) of previous employers are required.;
  • Working knowledge (B2) of English Language and (C1) of Tetum Language
  • Right to residence and work in Timor Leste
  • User knowledge of Microsoft Office

 

Assets / selection criteria (basis for awarding points to select the best applicant)

  • Education in the following areas : Economics, Political Science, Business Management.;
  • Further professional experience to the minimum requirements;
  • Experience in management of projects funded by the European Commission;
  • Working knowledge of Portuguese Language (B1);
  • Knowledge of EC and/or EEAS internal applications.
  • Knowledge and experience of EU policies or international relations as well as of the Governance landscape of Timor Leste, more specifically in the Decentralization process and policy.

The process

After the deadline for applications, the eligible applications will be admitted to the Selection by the Committee set up for this purpose.

Depending on the number of applications received, successive phases of Selection may include shortlisting of candidates based assessment of the information provided in the cover letter, CV and practical testing and interviews. 3 best candidates will be invited to the final interview and test.
