Timor-Leste Joins ASEAN: European Union Supports a New Era of Regional Integration
The project offered comprehensive assistance throughout the accession process, including training and capacity building for the national team. It provided technical support during negotiations and prepared the initial offers to accede to key ASEAN economic agreements on goods (ATIGA), services (AFAS/ATISA), and investment (ACIA). Additionally, it helped draft essential technical documents required for completing domestic procedures.
To ensure institutions are well-equipped to understand and implement ASEAN frameworks, the project engaged the National Parliament through seminars and developed an ASEAN handbook and a Manual for the Public Sector, available in Tetum and English. Additional support was extended to other ministries and institutions, such as the Ministry of Trade and Industry and Tradeinvest, focusing on specific sectors.
Furthermore, the project assisted the Cabinet of the Vice-Minister in launching a national awareness campaign designed to inform and engage civil society. Outreach materials were provided in Tetum, Portuguese, and English, ensuring widespread accessibility. The business community, particularly micro, small, and medium-sized enterprises (MSMEs), also benefited from targeted training sessions to help them seize the opportunities and face the challenges of ASEAN membership.
As Timor-Leste embarks on this new chapter, continued efforts are crucial to implementing ASEAN agreements and advancing governance, legal, and economic reforms. The EU and ITC reaffirm their commitment to support the country during this critical phase, ensuring that national institutions, businesses, and communities are fully prepared to engage in and benefit from regional integration.
Timor-Leste’s accession not only signifies a milestone for the nation but also represents a renewal for ASEAN, emphasizing the region’s commitment to inclusiveness, unity, and shared growth. Membership opens new pathways for trade, investment, connectivity, and cooperation, reinforcing Timor-Leste’s role in shaping Southeast Asia’s future.
