У Великобурлуцькій громаді на Харківщині запрацював ЦНАП створений за підтримки Програми ЄС «U-LEAD з Європою»

15 березня 2021 року у Великобурлуцькій громаді Харківської області розпочав роботу новий Центр надання адміністративних послуг (ЦНАП), створений за підтримки Програми ЄС «U-LEAD з Європою». На урочисте відкриття завітали представники Харківської обласної державної адміністрації та Директор Програми «U-LEAD з Європою» Сусанна Делланс. Європейські партнери також привітали громаду з новим ЦНАП.

«Доступ до державних сервісів у сучасному, цифровому та прозорому форматі є вирішальним для якості життя та привабливості громад. Тому я пишаюся тим, що за підтримки програми U-LEAD, яка фінансується ЄС, у Великобурлуцькій громаді відкрився центр надання адміністративних послуг. Належні ЦНАП, вільні від корупції, сприятимуть зміцненню довіри до місцевої влади та створять позитивне середовище для міцної місцевої демократії, розширення можливостей мешканців та процвітання громад», зазначив Ксав’є Камю, керівник відділу програм зовнішньої допомоги «Належне управління та верховенство права» Представництва ЄС в Україні.

У будівлі ЦНАП, модернізованій за підтримки Програми, облаштовано 7 робочих місць, у тому числі місце для самообслуговування відвідувачів. Новий ЦНАП надаватиме більше 100 найнеобхідніших адмінпослуг для понад 15 000 мешканців громади.

Капітальний ремонт приміщення ЦНАП проведено за підтримки Програми «U-LEAD з Європою». Вартість ремонтних робіт – понад 900 000 гривень. Громада провела благоустрій прилеглої території та встановила системи безпеки приміщення. Дизайн-проєкт приміщення ЦНАП розроблений експертами Програми. У ЦНАП передбачені умови для осіб з інвалідністю, її обладнано пандусом, а для батьків з дітьми – сповивальним столиком та дитячим куточком.

Сусанна Делланс, директор Програми «U-LEAD з Європою» від Sida, привітала мешканців громади з відкриттям нового ЦНАП: «Ми були раді підтримати Великобурлуцьку громаду у їх прагненні забезпечити мешканців якісними та доступними послугами у комфортних умовах. Належний ЦНАП покращує життя у громаді та створює прозору, доступну та сервісно-орієнтовану комунікацію влади з мешканцями».

Програма «U-LEAD з Європою» також надала інституційну підтримку у створенні Центру та забезпечила його меблями, технікою, програмним забезпеченням та програмним комплексом автоматизації ЦНАП «Вулик». Усі співробітники пройшли навчання, розроблене експертами Програми «U-LEAD з Європою».

Віктор Терещенко, голова Великобурлуцької громади зазначив: «Ми дякуємо нашим Європейським партнерам, Програмі U-LEAD за всебічну підтримку у створенні належного ЦНАП. Тепер наші мешканці отримуватимуть необхідні їм послуги у комфортній будівлі, швидко та якісно. Я впевнений, що це надасть громаді більше можливостей для розвитку, а новенький ЦНАП стане центром розвитку громади та осередком європейських цінностей».

Загалом, у Харківській області працюватиме 11 ЦНАП, створених чи модернізованих за підтримки Програми «U-LEAD з Європою».

An ASC established with the support of the EU-funded U-LEAD with Europe Programme has opened in Velykyi Burluk hromada in Kharkiv Oblast

On 15 March 2021, a new Administrative Service Center (ASC) established with the support of the EU-funded U-LEAD with Europe Programme started operating in Velykyi Burluk hromada of Kharkiv Oblast. The opening ceremony was attended by the representatives of Kharkiv Oblast State Administration, and Susanna Dellans, U-LEAD with Europe Programme Director. European partners also congratulated the hromada on the new ASC.

“Access to public services in a modern, digital and transparent manner is crucial for the quality of life and attractiveness of hromadas. I am therefore proud that with the support of the EU-funded U-LEAD Programme an efficient administrative service centre could be opened in Velykyi Burluk hromada. Having well-functioning ASCs free of corruption will lead to strengthened trust in the local authorities and create a positive environment for strong local democracy, empowerment of residents and growth,” said Xavier Camus, Head of the Good Governance and Rule of Law section at the EU Delegation to Ukraine.

The ASC building, modernized with the support of the Programme, has 7 workplaces, including a place for self-service of visitors. The new ASC will provide more than 100 essential administrative services to more than 15,000 hromada’s residents.

The reconstruction of the ASC’s premises was supported by the U-LEAD with Europe Programme. The cost of repair works is over UAH 900,000. The hromada landscaped the surrounding territory and installed security systems on the premises. The design of the ASC’s premises was developed by the experts of the Programme. The ASC provides conditions for people with disabilities. It has a wheelchair access ramp, a baby changing table and a children’s corner for parents with children.

Susanna Dellans, Sida Programme Director of U-LEAD with Europe, congratulated the hromada’s residents with the opening of a renovated ASC: “We were pleased to support the Velykyi Burluk hromada in their efforts to provide residents with quality and accessible services in comfortable conditions. A well-functioning ASC improves hromada’s life and creates transparent, accessible and service-oriented communication with residents.”

The U-LEAD with Europe Programme also provided institutional support in the establishment of the ASC and provided it with furniture, equipment, software and “Vulyk” software complex. All employees underwent training developed by U-LEAD with Europe experts.

Viktor Tereshchenko, Head of Velykyi Burluk hromada remarked: “We are thankful to our European partners and the U-LEAD Programme for their comprehensive support in establishing an efficient ASC. Now our residents will receive the services they need in a comfortable environment, quickly and efficiently. I am confident that this will give the hromada more opportunities for development, and the new ASC will become a center of hromada development and a center of European values.”

In total, there will be 11 ASCs in Kharkiv Oblast, created or modernised with the support of the U-LEAD with Europe Program.
