ЄС допоміг відкрити ЦНАП у Комишувасі Запорізької області
30 жовтня 2019 року в смт Комишуваха Запорізької області відкрили новий Центр надання адміністративних послуг (ЦНАП). Створений за підтримки Програми «U-LEAD з Європою» ЦНАП надаватиме 13 тисячам мешканців Комишуваської селищної об’єднаної територіальної громади 89 видів адміністративних послуг, серед яких реєстрація місця проживання, нотаріальні послуги, соціальні та пенсійні послуги, земельні послуги, послуги з реєстрації бізнесу та нерухомості.
Крістіан Даніельсон, Генеральний Директор Директорату Європейської Комісії з питань сусідства та переговорів щодо розширення ЄС, зазначив під час церемонії відкриття: «Новий Центр надання адміністративних послуг у Комишувасі принесе тисячам громадян численні вигоди, зокрема швидкі, якісні та доступні для всіх адміністративні послуги. Мені приємно бачити, що реформа децентралізації, одна з головних реформ в Україні, продовжує приносити результати людям завдяки тісній співпраці між Програмою «U-LEAD з Європою», яку фінансує ЄС, та українськими об'єднаними територіальними громадами».
Громада самостійно реконструювала приміщення для ЦНАП, виділивши з місцевого бюджету 1,4 мільйони гривень. Програма «U-LEAD з Європою, яку підтримують ЄС та його країни-члени Данія, Естонія, Німеччина, Польща та Швеція, профінансувала створення 10 робочих місць, включно з одним віддаленим робочим місцем в селищі Новотавричеське, та забезпечила всі робочі місця меблями та сучасним ІТ-обладнанням.
Усі співробітники центру пройшли п’ятимодульну навчальну програму з підвищення кваліфікації, розроблену українськими та шведськими експертами. Програма включала тренінги з ділової етики, гендерної рівності, ролі органів місцевого самоврядування в наданні адміністративних послуг та інших тем.
Найближчим часом співробітники центру отримають доступ до сучасного програмного комплексу для автоматизації роботи ЦНАП – «Вулик», який розробив проєкт EGOV4UKRAINE в межах «U-LEAD з Європою», а також пройдуть навчання по роботі з ним.
«Завдяки синергії зусиль європейських партнерів, Уряду та влади на місцях ми досягаємо таких чудових результатів реформи децентралізації. Відкриття ЦНАП – одне з найважливіших досягнень об’єднаної громади, завдяки якому мешканці отримують якісний сервіс поряд з домом. Від того, наскільки ефективно будуть організовані ці послуги, залежить ставлення мешканців і до керівництва громади, і до влади в цілому. Я радий, що у Комишуваській громаді це розуміють, і новий Центр тому прекрасний приклад», – привітав жителів громади В’ячеслав Негода, заступник Міністра розвитку громад та територій України.

Ми раді поділитися нашим досвідом, знаннями та бачити розвиток сильніших та впевненіших українських громад, які роблять адміністративні послуги ближчими та доступнішими для кожного громадянина через такі центри надання адміністративних послуг», – підкреслила під час церемонії відкриття Сесілія Круна, Керівник відділу сприяння реформам Посольства Швеції в Україні.

Завдяки новому ЦНАП якісні адміністративні послуги стануть набагато доступнішими для мешканців Комишуваської громади. Я впевнений, що ми досягнемо чудового результату та зможемо ділитися досвідом створення ЦНАП з іншими громадами», – зазначив Комишуваський селищний голова Юрій Карапетян.
У церемонії відкриття ЦНАП у Комишувасі взяли участь представники Європейської Комісії, Представництва ЄС в Україні, Шведського агентства з питань міжнародного розвитку (Sida), Запорізької обласної державної адміністрації, Міністерства розвитку громад та територій України, Посольства Швеції в Україні.

EU helps to open Administrative Service Centre in Komyshuvakha in Zaporizhia region
On October 30, 2019, a new Administrative Service Centre was opened in Komyshuvakha, Zaporizhia region. The new centre, established with support of the U-LEAD with Europe Programme, will provide the 13,000 residents of the Komyshuvakha amalgamated territorial hromada with 89 types of important administrative services. Amongst the services are registration of residency, notary services, social and pension services, land services as well as local business and real estate registration services.
Christian Danielsson, Director-General for European Neighbourhood Policy and Enlargement Negotiations, stated at the opening ceremony: “The new Administrative Service Centre in Komyshuvakha will bring many positive benefits to thousands of citizens, such as equal and improved administrative services and faster access. I am delighted to see that the decentralisation reform, one of the most important reforms in Ukraine, continues to deliver for the people thanks to the strong cooperation between the EU-supported "U-LEAD with Europe" Programme and the Ukrainian amalgamated hromadas.”
The hromada conducted the complete reconstruction of the premises for the ASC allocating UAH 1.4 million from the local budget. The U-LEAD with Europe Programme, which is supported by the EU and its Member States Denmark, Estonia, Germany, Poland and Sweden, has funded ten workplaces, including one remote workplace in Novotavrychesk, providing the workplaces with furniture and modern IT equipment.
All the employees of the centre have completed a five-module training programme on professional development created by Ukrainian and Swedish experts. The programme consisted of several workshops on business ethics, gender equality, the role of local government in the administrative services provision and other topics.
Soon, the centre’s staff will have access to a modern software complex for automation of the ASC work - “Vulyk”, which was developed by the EGOV4UKRAINE sub-project within U-LEAD for Europe, and will also be trained to work with it.
“Thanks to the joint efforts of European partners, the Government and the local authorities, we are achieving such remarkable results in the decentralization reform. The opening of the ASC is one of the most important achievements of the hromada, thanks to which residents receive quality services near their homes. The attitude of the residents towards the hromada leadership and the authorities as a whole depends on how effectively these services will be organized. I am glad that the Komyshuvakha community understands this and the new centre is a great example of this,” Vyacheslav Negoda, Deputy Minister of the Communities and Territories of Ukraine, told representatives of the hromada.
“It is impressive how people from different regions of Ukraine and Europe are implementing one of the most important reforms in this country - the decentralization reform. And I am proud that Sweden is part of these changes. We are happy to share our experiences, knowledge and to see the development of stronger and more confident Ukrainian hromadas, which make administrative services closer and more accessible to every citizen through such well-functioning Administrative Service Centres”, Cecilia Chroona, Head of Reform Cooperation, Embassy of Sweden, stressed during the opening ceremony.

Thanks to the new ASC, quality administrative services will become much more accessible for the citizens of the Komyshuvakha hromada. I am confident that we will achieve an excellent result and share with other hromadas our experience in creating well-functioning ASC”, Yuriy Karapetyan, the Head of Komyshuvakha amalgamated hromada, noted at the opening ceremony.
The opening ceremony of the ASC in Komyshuvakha was attended by representatives of the European Commission, the EU Delegation to Ukraine, the Swedish International Development Cooperation Agency (Sida), Zaporizhia Region State Administration, the Ministry of the Communities and Territories of Ukraine, and the Embassy of Sweden.
