Interactive dialogue on the oral update of the Fact-Finding Mission on the Bolivarian Republic of Venezuela

Mr. President, 

The European Union thanks the Fact-Finding Mission for this oral update and reiterates its support for their work, which is complementary to that of the Office of the High Commissioner. The EU supports all human rights mechanisms on Venezuela and urges the authorities to engage with them constructively, notably the FFM and an unhindered OHCHR with full capacity on the ground, ensuring their complete and unfettered access to the country. 

We condemn all acts of repression, including excessive use of force and harassment against dissenting voices, especially opposition members, human rights defenders, and journalists, as well as the severe restriction of civil society space and NGOs. We urge authorities to respect, protect and fulfil human rights and fundamental freedoms – including the rights of peaceful assembly, association, and freedom of expression – to investigate all human rights violations and abuses, and to hold those responsible accountable. 

While noting recent releases, we remain deeply concerned by the staggering number of arbitrary arrests by the authorities since 28 July, including minors, and the dire conditions of detention. The EU calls on Venezuela to free immediately and unconditionally all political prisoners and to end arbitrary detentions and enforced disappearance, including of dual and foreign citizens. We recall Venezuela’s obligations under the Vienna Conventions on Diplomatic and Consular relations. 

The EU will continue to work with all Venezuelans, regional and international partners in support of a Venezuelan-led dialogue towards a peaceful and democratic solution that reflects the will of the Venezuelan people and restores democracy, the rule of law and human rights.
