Mr President,
The EU thanks the High Commissioner for his update.
We continue to express deep concern over the increasing number of civilians killed and injured.
According to the Commission of Inquiry Russian armed forceshave committed crimes against humanity, including murder, and war crimes, including deliberate targeting of civilians.
Russia’s war of aggression against Ukraine has serious repercussions for European and global security.
The recently released OHCHR report describes the dire situation of thousands of Ukrainian civilian detainees. The findings outlined set out how the Russian Federation has subjected Ukrainian civilian detainees, including in occupied territory, to consistent patterns of serious violations of IHL and gross violations of IHRL, including to torture and sexual violence that have been applied in a systematic and widespread manner. The report also raises concern about the frequent violations of applicable legal conditions and procedural safeguards, creating enabling environment for arbitrary detention and enforced disappearances.
The EU reiterates its resolute condemnation of the atrocities committed in Ukraine in the context of Russia’s war of aggression and Russia’s continuing violations of IHRL and IHL in Ukraine, such as arbitrary detentions, illegal deportations, forcible transfers, the use of torture, and other forms of ill-treatment, including conflict-related sexual violence, as well as summary executions of POWs and civilian detainees.
We reaffirm the EU’s commitment to ensuring full accountability for all international crimes and human rights violations committed as well as victims’ rights to justice, reparation and guarantees of non-repetition.
