Global IHL Dialogue - GCC–EU Joint Statement on the Global Initiative to Galvanize Political Commitment to International Humanitarian Law

GCC–EU Joint Statement on the Global Initiative to Galvanize Political Commitment to International Humanitarian Law

Mr. Chair,

I have the honour to deliver this statement on behalf of the Gulf Cooperation Council (GCC) and the European Union and its Member States (EU).

We welcome the progress achieved under the Global Initiative to Galvanize Political Commitment to International Humanitarian Law (IHL), marked by broad State participation and constructive dialogue across its thematic workstreams and the opportunity provided by this Global IHL Dialogue to discuss its outcomes. Our groups attach great importance to this timely State-driven process, and its valuable contribution to renewing commitment to IHL and strengthening its implementation. We commend, in particular, the sustained efforts of the ICRC and the convening States in advancing this important initiative.

We reaffirm our longstanding commitment to a principled humanitarian approach, grounded in respect for IHL and our steadfast dedication to saving lives, alleviating human suffering and safeguarding human dignity.

We stress that respect for and compliance with IHL by all States and by all parties to armed conflicts are more important than ever today in view of the growing number, duration and complexity of armed conflicts. We underline in this regard the paramount importance of upholding IHL at all times to reduce suffering and protect civilian lives.

Mr Chair,

Protecting civilians and civilian objects is a fundamental obligation under IHL, and the specific needs of women, children, older persons and persons with disabilities must be fully taken into account. We further stress the need to protect civilian infrastructure, including water and desalination facilities, sanitation systems, in accordance with IHL, including the principles of distinction, proportionality and precautions in attack. We underline the specific protections afforded under IHL to objects indispensable to the survival of the civilian population and to medical units and facilities.

Facilitating humanitarian relief is a critical priority, we recall that all parties to armed conflict have an obligation to allow and facilitate the rapid and unimpeded passage of humanitarian relief for civilians in need, in accordance with IHL. We also stress that humanitarian relief personnel and medical personnel must be respected and protected at all times, in accordance with IHL, and allowed to carry out their respective functions safely.

Mr. Chair,

We recognize that, by preserving humanity in armed conflict, respect for IHL can help build trust and create conditions conducive to conflict resolution, recovery and reconciliation, and contribute to laying the foundations for lasting peace and long-term stability.

We also believe that early, sustained and coordinated preventive action can help avert IHL violations and reduce civilian suffering.

Humanitarian diplomacy, including through dialogue and mediation undertaken with the agreement of the parties concerned, can facilitate communication between parties, support de-escalation, promote respect for IHL, and contribute to conditions conducive to peaceful resolution of conflicts. We reaffirm in this regard our shared conviction in the value of humanitarian diplomacy and our continued engagement in this field.

Mr. Chair,

To conclude, we once again express our appreciation for the dialogue fostered through this process, and reiterate our shared commitment to continue promoting respect for IHL. We look forward to a successful gathering with all partners at the highest level in Amman later this year, and we call on States to join the initiative.

Thank you, Chair
