HRC 47 - EU Intervention: Interactive dialogue with the Special Rapporteur on the Right to Privacy

Madam (Vice) President,

We welcome the Special Rapporteur on the Right to Privacy and would like to thank him for his relevant thematic report. At the same time, we regret that the reports on country visits were delivered so late - not even in time for his final ID scheduled at the March session earlier this year – and the repercussions this has created. Mr. Cannatacci, consciously or not, the use of Artificial Intelligence algorithms affects our lives every day.

Given that such technologies rely on data, including personal data, protecting the right to privacy and other human rights in the design, development and deployment of such technologies is critical. As the Secretary-General stressed in his statement to the HRC in march, governments can exploit data to control the behavior of their own citizens, thus violating human rights. In the report you propose eight principles to be respected in this domain. How are these linked to other regulatory processes on new and emerging digital technologies – within the UN and beyond?

During the past six years as special rapporteur, digitalization has developed rapidly, sometimes affecting the enjoyment of the right to privacy. In which areas do you see the greatest implications for enjoyment of the right to privacy today?
