HRC 50 - EU Statement: Interactive Dialogue with the International Human Rights Experts on Ethiopia

 

Mr. President,

The EU welcomes the initial steps taken by the Ethiopian Government in implementing the recommendations of the Joint Investigation by the OHCHR and the Ethiopian Human Rights Commission, through the inter-ministerial task force. We commend the nascent efforts to ensure an accountability process, to open up humanitarian access, to implement a cease-fire and to start a process of an inclusive National Dialogue to end the conflict. More is needed to strengthen and consolidate these processes moving forward.

In addition, the facilitation of the delivery of humanitarian aid in the northern part of Ethiopia must be assured, as well as the conditions for voluntary, safe, dignified, and sustainable returns or relocations of displaced persons, in line with Ethiopia’s obligations under international humanitarian law.

The gravity and scale of human rights violations and abuses perpetrated by all parties during this conflict remains appalling. This includes widespread sexual and gender-based violence. Extrajudicial killings and arbitrary detentions must stop. There will be no peace without full accountability and justice for victims.

We call on all involved parties to the conflict to cooperate with the mandate of the International Human Rights Experts and allow for comprehensive, independent and transparent investigations and accountability mechanisms, complementary to ongoing national efforts. This international mechanism contributes to building trust and to preventing further atrocities.
