HRC 51 - EU Intervention: Interactive dialogue with the Independent Expert on the enjoyment of all human rights by older persons

Excellencies,

The EU takes note with appreciation the Report on older persons deprived of liberty of the Independent Expert on the enjoyment of all human rights by older persons.

The EU notes that older persons face particular challenges in the enjoyment of their human rights, including in the context of deprivation of liberty, while ageism  has aggravating effects on the enjoyment of human rights by older persons. The EU recognises and respects the rights of all persons, including the older persons, to lead a life of dignity, autonomy, independence and their full, equal and meaningful participation.

We denounce all forms of age-based discrimination and strongly condemn all forms of violence, including in the context of deprivation of liberty. Multiple and intersecting forms of discrimination remain a matter of particular concern for the EU.

Madame Independent Expert,

The European Commission is currently working on a new initiative called European Care Strategy, which will take a life-course perspective to care and touch on its different dimensions, in particular with regards to older persons. We therefore note with great interest your recommendations for the implementation of good care, such as on-site care, if desired by the older person.

How can we further contribute to the translation of our Union’s efforts towards the realization of equality of older persons through the framework of the Human Rights Council?
