HRC - High Commissioner’s presentation of OHCHR’s thematic report on Ukraine - EU Intervention
Mister President, Mister High Commissioner,
We are appalled by the reported extrajudicial killings, torture, and other horrendous attacks on civilians in Ukraine by Russian armed forces. The scale and brutality go far beyond human understanding. Accountability for all these atrocities, that may amount to war crimes, and other violations of international law must be ensured entirely and as soon as possible. We reaffirm our steadfast commitment to justice for and support to all victims.
As we speak, the horrific targeted shelling by Russia of civilians and civilian infrastructure vital for their survival continues.
We stress our alarm over all violations of IHL. As the Commission of Inquiry stated, Russian armed forces are responsible for the vast majority of the violations identified. Moreover, the OHCHR observed the complete lack of any measure by Russia to prevent and address these violations.
Respect for IHL is non-negotiable. All persons hors de combat must be protected under any circumstance!
This year, most people in Ukraine will spend Christmas in shelters – in appalling conditions, facing trauma by the loss of their loved ones, homes and livelihoods – and yet determined to sustain and prevail.
High Commissioner, how can we ensure the safety and wellbeing of children in Ukraine, taking into account also the special needs of those with disabilities?
We urge Russia to stop its war of aggression once and for all.
