Mr. President,

Madam Independent Expert,

I have the honour to speak on behalf of the European Union and its 27 Member-States.

We welcome your report on the right to education of persons with albinism and reaffirm our support to your mandate.

Your report describes disturbing cases of children with albinism subject to bullying and discrimination in educational settings by their peers and even their teachers, on the basis of superstitions and myths. They are often excluded from attending certain courses and activities, attacked when commuting to school, dangerously exposed to the sunlight and their visual impairments are inadequately addressed.

The respect, protection and fulfilment of the right to education of persons with albinism is hindered by a widespread lack of understanding of albinism and the specific needs of individuals with this condition. In this context, the EU reaffirms the human right of everyone to education and Sustainable Development Goal 4 on ensuring inclusive and equitable quality education for all.

We urge all States to adopt measures to protect persons with albinism from discrimination, to raise awareness of teachers and to create conditions to accommodate their specific needs, in accordance with the CRPD.

Madame Special Rapporteur,

Your report mentions that some anti-bullying or anti-discrimination policies have not proven to be effective. How can States ensure the effectiveness of these policies in schools and educational settings?
