EU Statement

(Vice) President, Esteemed Commissioners,

We thank you for your report on the human rights situation in South Sudan and express appreciation to the Government of South Sudan for the cooperation extended.

The EU is deeply concerned by the deteriorating security, humanitarian and human rights situation in South Sudan, especially in Jonglei State. We urgently call on all partiesto immediately halt all violence. A ceasefire, dialogue, and meaningful re-engagement with the 2018 Revitalized Peace Agreement is the only guarantee for peace and stability in South Sudan.

We are deeply concerned by the human rights violations outlined in your report, including sexual and gender-based violence, grave violations against children and increasing limitations on civic space. We urge South Sudan to combat impunity and ensure accountability for perpetrators. The reporting on, and collecting of evidence of, alleged human rights violations and abuses remains essential.

We also call on South Sudan to combat corruption and financial mismanagement and to pursue policies which address and reduce vulnerability and support inclusive and rights-based development.

We are alarmed by the ongoing mass displacement of civilians, many of whom are left without lifesaving care, food, or humanitarian assistance. The EU calls for unrestricted humanitarian access and full adherence to International Humanitarian Law. It is incumbent on the South Sudanese authorities to make every effort to protect civilians.

The EU remains committed to supporting the peace process, once again calls for the immediate release of all political detainees, including Dr. Riek Machar, 1st Vice President, and calls on all parties to work together to ensure the full and comprehensive implementation of the Revitalised Peace Agreement.

Esteemed Commissioners,

What steps can the international community take to support de-escalation of the conflict in Jonglei State and across South Sudan?

Thank you.
