Ms./Mr. President/Vice-president,

I have the honour to speak on behalf of the European Union. 

Albania, Armenia, Georgia, Liechtenstein, Moldova (Republic of), Montenegro, North Macedonia, Serbia, United Kingdom of Great Britain and Northern Ireland and Ukraine align themselves with this statement.

The EU reaffirms its unwavering support for the UPR, a unique tool for promoting and protecting human rights globally. 

As the 5th cycle of the UPR approaches, we recall that the strength of this exercise remains rooted in its universality, equal treatment of States and inclusive participation. We call on all States to engage fully with the process, make specific and action-oriented recommendations, and meaningfully implement accepted recommendations. In this regard, National Mechanisms for Implementation, Reporting and Follow-Up can be useful for State’s engagement in their respective reviews.

Civil society organisations, human rights defenders, journalists and national human rights institutions provide essential expertise that strengthens both national reporting and supports implementation. Their safe and meaningful participation must be ensured and be free from intimidation, harassment or reprisals.

At a time when the international human rights system faces growing challenges, we must continue to safeguard the UPR as a credible, inclusive and effective mechanism that enjoys the participation of all States.
